A professional level position responsible for assisting in the development, planning, coordination, implementation, monitoring and enforcement of various regulatory compliance, customer outreach, and safety and grant programs with varying degrees of complexity. Incumbent will provide guidance to staff in order to achieve goals within specific program areas. Incumbent will operate in a proactive manner to keep Utility in good regulatory standing. Position will make recommendations and coordinate measures to improve processes and efficiency within assigned program areas. The employee exercises extensive initiative and independent judgment in solving problems as they develop in order to maintain the continuous, effective, efficient and safe operation of the utility programs. Work consists of combination of office and field work. Strong time management and organizational skills required. Work is reviewed through conferences, reports and observation of the operational success and efficiency of the systems and achievement of objectives. Reports to the Compliance Manager or designee.
ESSENTIAL JOB FUNCTIONSAssist with the developing and administering the drinking water program, including reports, inspections, research, and modifications to meet State and federal mandates.Assist with the developing and administering the wastewater and reuse program, including reports, inspections, research and modifications to meet State and federal mandates.Assist with the developing and administering the industrial pretreatment program, including reports, inspections, research and modifications to meet State and federal mandates.Assist with the developing and administering the industrial pretreatment program, including reports, inspections, research and modifications to meet State and federal mandates.Assist with the developing and administering FROG program, including grease trap or oil/water separator device maintenance, inspection, enforcement, industrial pretreatment, wastewater collection or treatment, water/reclaimed water distribution or treatment, and/or laboratory sampling or analysis.Assist with developing and administering the backflow and cross connection program as well as private Lift Stations, including reports, research and updates to meet State and federal mandates.Develop and administer safety and chemical hygiene program, including research and updates to safety protocols to meet advancing technology methods.Liaison and coordinate all community and customer service outreach for the Utilities Department through consultation with the division supervisor and public information office.Develop and coordinate special projects relating to environmental issues; may include testing of new products and procedures in consultation with appropriate division supervisor.Assistance to train water and wastewater operations staff in effective and efficient methods for program compliance.Provides assistance with permitting and regulatory compliance issues. Reviews and comments on proposed legislations, regulations and policies of local, state and federal agencies for impact to the Utilities operations.Investigates or refers complaints to appropriate division and follows through to ensure compliance with instructions and directives.Serves as a liaison with regulatory agencies, county departments, State agencies and the public.Develops SOPs and provide training to support various operational divisions.Performs other related work as required for this position.Minimum Requirements (Must meet by the closing date of the posting unless otherwise stated)
REQUIRED
Bachelor's Degree from an accredited college or university with major course work in environmental engineering, environmental science, chemistry or biology or closely related field.Five (5) years' of progressively responsible experience in development and implantation of environmental programs, policies, operations pertaining to industrial pretreatment, backflow and cross connection wastewater collection or treatment, water/reclaimed water distribution or treatment, and/or laboratory sampling or analysis.Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.Possession of a valid Class "E" Florida driver's license and an acceptable driving record.If selected to move forward in this position, you will be required to obtain and submit your lifetime driving history record.
