Job Description:
This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What will you do?The Oregon Health Authority (OHA), Oregon State Hospital(OSH), program in Salem, Oregon has a fantastic career opportunity for a Strategic Planning Analyst. The purpose of this position is to develop, implement, and manage the department's building and structures portfolio database, ensure that all deferred maintenance, maintenance, capital improvement, and capital construction needs are consistently tracked, in support of the Oregon State Hospital's strategic capital planning effort.
This position is responsible for the development and management of OSH's Facilities Strategic Plan. This position must have a solid knowledge of facilities management, and the ability to apply this knowledge in the development of policies, processes, procedural improvements, and the managing of a building portfolio software planning and management platform.

Fluent in the language of facilities operations and facilities management; including maintenance, capital improvement, capital construction, and deferred maintenance reduction planning, and on-going strategic investment needs.Strong background in the assessment of a complex commercial building/structures portfolio, including all building systems, site utility systems, and grounds.Skill to perform quantitative and qualitative analysis, research, writing, and judgment used for solving business problems to meet established goals and objectives.Ability to work independently with little supervision to design, recommend, and implement business and organizational work process methods in support of building systems and infrastructure improvement work planning and management.Ability to accomplish system improvements by having knowledge of typical business systems, management, familiarity, and working knowledge of building and infrastructure information systems.Strong knowledge of State of Oregon facilities management, capital improvement, and capital construction process rules and regulations (ORS/OARs).Strong knowledge of State of Oregon building sustainability performance guidelines and mandates.Working Conditions:
This position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis. It is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues.
Extensive use of the computer and telephone. Occasional contact with individuals experiencing extreme emotional dysregulation that may manifest as physical aggression.
Travel between campuses located in Salem, Junction City, and Pendleton is essential and expected on an as needed basis. Incidental local and in-state travel is required, and the incumbent must have a valid driver's license or alternate transportation.
