The Oregon Health Authority (OHA) Equity and Inclusion Division (E&I) is hiring a Digital Accessibility Specialist Operations and Policy Strategist (Operations and Policy Analyst 2).
This is a full-time, classified OPA2 Limited Duration position expected to last through Mid-November 2026.

This position falls under the Digital Accessibility Specialist (OPA 2). The AA Rate Pay Range for this position is $4,998.00 -$7,647.00 USD Monthly.
What you will do!
The Digital Accessibility Specialist (OPA2) position will review and remediate existing content and websites and coordinate accessibility testing by native users of assistive technologies to identify compliance improvements for prototypes and verify compliance of deliverables. This position will also primarily perform document testing, materials consultation, and PDF remediation, related to the DOJ Digital Accessibility Federal Regulation.

MINIMUM QUALIFICATIONS:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
What we are seeking:
REQUESTED SKILLS
Familiarity with UX design principles and/or document design principles, and the role accessibility plays in the user experience.
In-depth knowledge of digital accessibility standards (WCAG 2, ADA, Section 508, etc.).
Professional or lived experience using assistive technology.
Ability to work with cross-functional teams and effectively communicate technical concepts to non-technical audiences.
Experience with accessibility auditing and testing processes.
Certification in digital accessibility such as Certified Professional in Accessibility Core Competencies (CPACC), Accessible Document Specialist (ADS), Certified Professional in Web Accessibility (CPWA), JAWS Certified, CommonLook PDF Certified Remediator (CLPCR), Trusted Tester Certification.
Extensive experience remediating documents (InDesign, Word, PPT, Excel, PDF) for accessibility using tools such as CommonLook PDF, the PAC 2024 checker, TPGi Color Contrast Analyser, ABBYY FineReader, etc.
Experience remediating websites for accessibility.
Strong understanding of the social determinants of access, unconscious bias in digital interfaces, and trauma-informed, resilience-oriented practices that promote healing and equity in digital spaces.
Demonstrated commitment to professional development around anti-racism, eliminating health inequities, culturally and linguistically appropriate services, civil rights, social justice, universal accessibility, cultural humility / cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing, and resiliency-informed practices.
Demonstrated commitment to professional development in areas such as digital accessibility, universal design, anti-racism, equity, and inclusive practices.
Proven experience in fostering culturally and linguistically appropriate digital environments, social justice, accessibility rights, and cultural responsiveness.
The ability to simplify complex topics for diverse audiences.
Working Conditions:
This position is in Portland. Travel is required to Salem and around the state. Telework is an option for some aspects of the work. Some nontraditional work hours. Requires frequent use of a computer for prolonged periods to produce written documents. Must have good computer skills and be willing to learn new technologies as they are introduced into the workplace. This position regularly works with internal and external groups composed of racially, ethnically, linguistically, disability and gender-diverse individuals. Remote, hybrid, or in-office options available; to be discussed and determined with the manager.
