Implements, reviews, monitors and oversees Capital Improvement construction projects for City.

Assists all City departments in strategy meetings to develop future projects.

Creating long and short term plans, including setting targets for milestones and adhering to deadlines.

Lead projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, bidding and implementation plans, including risk mitigation.

Coordinating internal resources and vendors for the seamless execution of projects.

Coordinate internal and external resources to ensure that projects adhere to scope, schedule, and budget. Approves all project pay requests.

Analyze project status and, when necessary, recommend revisions to the scope and/or budget to ensure that project requirements can be met.

Monitors construction progress of Capital Improvement projects, conducts on-site inspections and prepares progress reports as needed for Department Directors, Assistant City Manager, City Manager, Mayor and City Council.

Reviews and analyzes statistical and accounting reports to determine trends and performance records regarding projects within the City.

Works with consultants, surveyors, geotechnical engineers, architects and others to ensure project meets City expectations and to address any project concerns.

Investigates and resolves conflicts occurring with contractors. Negotiates disputes covered by established policies and procedures. Makes recommendations on matters not covered by specific policies and guidelines.

May interview, make hiring recommendations, review and evaluate performance of employees.

Maintains liaison with prime contractors, State and Federal regulatory agencies and consultants.

Assists with development, presentation and administration of capital budgets.

Oversight of construction contracts to include preparation of and reviewing.

Addresses citizen requests or complaints related to projects; researches problems; takes corrective action if necessary.

Performs other related duties as necessary

Employee subject to recall to duty in case of emergency.

Minimum Qualifications

Education and Experience:

Bachelor's Degree in Civil, Structural, or Environmental Engineering or Construction Management (is preferred)

Ten to Fifteen years of construction engineering and/or design experience

Complete knowledge of construction products, methods and procedures

Any equivalent combination of education and technical experience, which provides the minimum level of qualifications stated above.

Licenses and Certifications:

State of Georgia Certified Professional Engineer or Certified Professional Engineer in a state having reciprocity with Georgia preferred.

Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Knowledge of Civil, Structural, or Environmental engineering;Knowledge of surveying theory and practices;

Knowledge of water and sewer line construction, water and wastewater plant construction, commercial construction, highway and road design and construction, public works construction and land application techniques;

Knowledge of civil engineering computer applications and software;

Skill in estimating bid requirements;

Skill in interpreting and writing contract documents;

Knowledge of local codes, ordinances and State and Federal laws affecting municipalities;

Knowledge of municipal budgeting procedures and multi-funded financing operations;

Skill in negotiating and administering contracts;

Ability to read and interpret construction and development plans and specifications;

Ability to plan, organize, and administer a construction program, including supervising and evaluating a professional and technical staff;

Ability to plan, direct and manage a number of diverse but related activities;

Ability to communicate clearly and effectively, both orally and in writing.

Ability to make public presentations;

Superior communication and interpersonal skills (tact, diplomacy, influence, etc.) essential;

Understanding and thorough knowledge of city and construction industry practices, processes, standards, etc. and their impact on project activities is vital;

Ability to make decisions and recommendations which impact project success, while remaining within project schedule and budget;

The above position qualifies for a 10% incentive based upon attainment of a Professional Engineer (PE) License.
