Job Description

Directs the human resources planning, development, implementation, administration and personnel budget planning for one or more departments. Manages employment, compensation, basic benefits related matters, employee relations, EEO, ADA, Fit for Duty, reasonable suspension and health and safety services programs as required. Responsible for supervising HR support staff. Responsible for developing a proper Workforce Plan and assisting in culture development and employee engagement building of assigned client groups.
MAJOR DUTIES AND RESPONSIBILITIES• Supervises HR staff for assigned client group• Responds to unemployment claims• Assists client group(s) with compensation matters including internal equity, compression, and working out of class• Advises client group on disciplinary actions• Assists management with disciplinary documentation including adverse actions and performance improvement plans• Participates in employee investigations and makes recommendations based on findings• Advises management on adverse action process and manage serving of adverse actions• Advises employees on rights under Civil Service• Conducts investigations into employee misconduct and make recommendations• Drafts disciplinary and adverse actions for assigned client groups• Oversees performance management for client group• Succession Planning Process Leader• Serves on interview panels focusing on Supervisory to middle management positions• Tracks vacancies within client group and coordinate with Talent Acquisition to fill• Prepares budget transactions for client group• Assists HRBP Director with strategic planning• Drafts policy and procedures for Human Resources as directed• Coordinates HR related training initiatives for client• Prepares and approves payroll• Inputs transactions in Oracle• Coordinates leaves by working with Leave Administrator• Advises HRBP Director of trends within client group (i.e., high turnover, difficulty in filling certain positions, increase in time to fill, decrease in productivity, increase in grievances, etc.)• Liaises with employee representatives• Assists management in responding to grievances• Creates TADs and inputs actions into Oracle as needed• Participates in Kronos training by providing an overview of time related policies and procedures• Provides training on employment related matters to assigned client group• Serves on interview panels for client group• Approves TADs and Oracle transactions for promotions, demotions, new hires, terminations, etc.• Protects and secures confidential information• Provides information for departmental open records requests• Other HR-related duties as assigned
Qualifications
QUALIFICATIONS AND EDUCATION REQUIREMENTS• Bachelor's degree in human resources, business, or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)• 8 years' HR generalist experience with an emphasis on employee relations, compensation, and talent acquisition.• 3 years' experience as an HR Manager or Leader of a COE• Demonstrated experience partnering with a department or business unit in a "lead role"
PREFERRED SKILLS• Strong knowledge of Employment law including FMLA, Title VII, ADA, ADEA• Strong knowledge of most of HR functions, e.g., compensation, benefits, HRIS, talent acquisition, employee relations, organizational development, EEO/AA, health & safety etc.• One year of experience working in an HR COE.• Demonstrated planning, organizational, presentation and communication skills.• Proficient in Microsoft Office Suite
