Configuration Manager/Technical Writer

to support a Modeling, Simulation, and Training team at the Joint Integrated Test and Training Center – Nellis (JITTC-N), Nellis, AFB, NV. The individual’s primary role is to establish and support configuration management (CM) processes for JITTC-N to align with JSE Training Baseline (JTB) external capabilities and JITTC-N internally created capabilities and to create and update documentation, manuals, and SOPs to support JITTC-N’s mission of operating and maintaining the Joint Simulation Environment (JSE) utilized for mission test and training.This position is part of a team that provides on-site M&S support to establish and deliver high-end Advanced Tactics, Training, and Test capability for Government personnel operating under USAFWC/ACC. The selected candidate must have strong interpersonal skills and be capable of designing, developing, and documenting network and systems. This position will perform supervisory or management responsibilities, as required, by company leadership.Candidate will analyze proposed changes of product design to determine effect on overall product and system, coordinate modification records for management control, establish change orders and prepare for change authorization and documentation by company and subcontractor. Candidate will develop and maintain continuous documentation of product implementations, modifications, and enhancements in accordance with specific customer specifications and implementations to ensure engineers, subject matter experts, and pilots can effectively support the mission. This will include, but is not limited to:Working closely with various project teams comprised of contractors and government personnel to rapidly adapt and learn products and services to understand project requirements and support their efforts.Identifying and implementing configuration management processes, reviewing and recommending improvements to existing processes, creating, and maintaining the program Configuration Management Plan.Configuration identification of software and documentation, including assigning unique ID numbers and ensuring version control of software, hardware, and documentation.Implementation and maintenance of a physical CM Library, developing comprehensive documentation that meets organizational standards and provides centralized storage, controlled access, and data reproduction as needed.Regulating the change process to ensure only approved and validated changes are incorporated into program products.Organizing and supporting recurring Configuration Control Board, providing agendas and meeting minutes.Coordinating with customers and subcontractors to gather technical content and information, and merge external documentation input into common program-controlled documents.Performing configuration status accounting and supporting audits to generate ad hoc reports to verify that requirements of all baselines have been met.Participating in joint stakeholder IPTs and team meetings.Identifying, packaging, duplicating, and delivering release products to multiple fielded sites and the government.Developing, organizing, and writing design documentation, procedure manuals, test procedures, reports, technical specifications, and process documentation.Translating complex information into simple, polished, and engaging content for maximum usability with consistent user-friendly voice that meets the needs of target audience.Minimum Qualifications

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.Ability to define manageable CM processes (check-out/check-in, build, release, etc.) and implement them.Proficient in the use of CM tools, including JIRA, GitLab, and other CI/CD tools.Familiarity with media duplicating tools and software.Ability to evaluate the current environment, identify needs and propose a recommended CM solution.Ability to write system engineering reports, software development reports, manuals, presentations, etc. to include design, development, and test/user documentation.Knowledgeable in Microsoft Office, Excel, Windows, and Linux operating systems.Excellent communication skills both verbal and written are required.Ability to work well with technical team including Subject Matter Experts, Developers, and Engineers. Must be able to take initiative, communicate with team members, and proactively identify and resolve potential issues.Work Environment: Position is not eligible for remote work; on-site support is required.Ability to travel up to 10%, occasional multi-day OCONUS travel may be required, and must have a valid US Passport.Must be a US citizen.Must have a current or active DoD Top Secret security clearance.Preferred Requirements

Three years of experience in establishing and maintaining consistent product performance and tracking configuration of all training systems during development and fielding.Active or current DoD Top Secret SCI Clearance.Experience in Joint Simulation Environment (JSE).Highly proficient skill level with Microsoft Excel, Microsoft SharePoint, Microsoft PowerPoint, Microsoft Visio, and Microsoft Word.Physical Requirements
