Summary The position is located in the Office of Management Strategy and Solutions (M/SS) Internet of Things (IoT) Program that supports sensors and technology that transmit data, contain costs, reduce risks, improve security, and support sustainability. The position serves as a Senior Information Technology (IT) Program Manager (official title: Information Technology Program Manager) and provides strategic planning, leadership, direction, and management of the IoT Program and contracting initiatives. Responsibilities Develops and implements all aspects of strategic planning and oversight for innovative and transformative information technology systems, programs, planning, management, and contracting activities. Serves with delegated authority and responsibility for operating an information system at an acceptable level of risk and maintains accountability for its overall success. Oversees the work of contractors. Manages project scope by assessing changes, determining, and conveying impact on budget, time, and risk. Oversees progress and ensures deliverables and timelines are met. Prepares reports on projects’ statuses. Resolves conflicts within the project. Represents and liaisons with inter and intra agency working groups to develop IT and other policy initiatives and solutions to critical issues. Liaises with M office to identify opportunities to reduce overall IoT spending and increase efficiency. Monitors, analyzes, and evaluates IoT Program, recommends best practices and solutions including methodologies, coding, and hosting platforms based on business and government guidelines and Federal-level cyber security requirements. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Accurately tracking different areas of budget and financial planning for a year, multi-year, and long-term projects. Customer Service - Work with different levels of the organization with high level of professionalism. Oral Communication - Explain and justify with internal and external officials on project status, problems, and process improvements. Problem Solving - Ability to identify problems, evaluate information, and make recommendations to find best solution and outcome. AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience consulting with customers, supervisors, and managers to evaluate current and proposed programs and operations. -Experience analyzing, assessing, and interpreting how changes to infrastructure, platforms, and software impact customers and security posture. -Experience determining, recommending, defending, and managing the resources required to carry out division functions and special projects. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position. Education Education requirements do not apply to this vacancy announcement.
