DescriptionSPECIAL INTERNAL / EXTERNALTYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Represents the Superintendent of Education in collective bargaining negotiation sessions and employer caucus meetings; serves as the lead negotiator for BU 5 and BU 6; serves as a resource for Board of Education negotiation team members; administers, directs, and coordinates: research, technical information, and assistance to the negotiations teams; the development and analysis of employer negotiating positions; review of amendments/modifications to employer proposals and suggests counter-proposals to union proposals on cost and non-cost items; review of supplemental agreements; research, analysis, and evaluation on issues pertaining to collective bargaining and their impact on operations, cost, and employees; contract administration procedures.

Directs, evaluates and oversees the personnel program areas of the branch; reviews and approves the operating budget and monitors expenditures; provides administrative supervision over the branch including personnel actions and performance evaluations; oversees the development and implementation of policies, procedures and guidelines governing the branch; assists with developing, maintaining, implementing and/or revising internal operating policies and procedures, contract interpretations and appropriate training for department staff; and reviews and approves various reports, memos and correspondences for the branch, including legislative reports and testimony.

Oversees and reviews the Consult and Confer process with the various departmental and exclusive union representatives on matters affecting employee relations or contractual administration; reviews department documents (project proposals, reorganization proposals, proposed rules, policies and regulations) for contractual implications; analyzes and interprets issues to determine if they are subject to mandatory bargaining, and impact, if any, on laws, policies, or regulations. Supervises the negotiations of memoranda and letters of understanding in connection with new programs, revisions to negotiated agreements, and addressing unique personnel matters relating to the Department; attends meetings with unions and department representatives pertaining to employee relations to assess potential impact on employees' working conditions, hours of work, and/or wages.

Confers with high-level administrative and technical personnel in the Department and in the county, state, and federal agencies to facilitate accomplishing branch and program requirements; provides technical services to school, complex area and state personnel on matters pertaining to collective bargaining and employee relations; conducts special studies and makes recommendations to leadership as appropriate; meets with Department representatives to discuss labor relations problems, suggestions for change, and solutions; makes recommendations on proposed personnel legislation; participates in various ad hoc committees as part of the efforts to improve relations with the unions.

Assists or represents the Assistant Superintendent in presenting information to the Superintendent, Board of Education, Legislature, general public and other public agencies and private organizations; serves on special task forces or other committees as required; and serves as the Superintendent's designated representative as requested.

Performs other related duties as assigned.

Minimum QualificationsEducation:

Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resource management, or with specialization in management which included course work in personnel administration and industrial relations.Equivalencies for Education:1. Bachelor's degree in any field from an accredited college or university PLUS two (2) years of professional work experience which involved responsibility for personnel administration, or cumulative equivalent experience; OR2. Completion of the CISL Program (or earlier versions of the Department of Education's school administration training program); OR3. Bachelor's degree from an accredited college or university PLUS five (5) years experience in any of the Institutional Analyst classes or any of the Management Analysis & Compliance Specialist classes.Desired Education:

Possession of a Juris Doctorate from an accredited college or university.Experience:

Nine (9) years of responsible professional work experience in one or more specialized areas of human resource management of which five (5) years shall have been in an education program, agency or system including two (2) years supervision of professional personnel.Equivalencies for Experience:1. Two (2) years of professional work experience which involved responsibility for personnel administration, or cumulative equivalent experience, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes meets four (4) of the required nine (9) years of experience; OR2. A master's degree in business administration from an accredited college or university, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes meets four (4) of the required nine (9) years of experience; OR3. Five (5) years experience as a 12-month educational officer with the Department of Education, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes meets four (4) of the required nine (9) years of experience; OR4. Five (5) years experience as a school principal or vice principal, PLUS two (2) years experience in the DOE Personnel Specialist I class, or District Personnel Specialist I or II classes meets four (4) of the required nine (9) years of experience; OR5. Five (5) years of experience in legal or governmental affairs, including contract administration; coordination of multiple agencies and organizations; researching, analyzing, evaluating, and responding to issues; and generating and coordinating legal documents and communication meets five (5) of the required nine (9) years of experience.Combined Education and Experience:

An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.Knowledge:

Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices pertinent to one or more areas of assignment such as personnel compensation, the staffing process, collective bargaining and dispute settlement, or employee benefits; laws, rules, regulations and administrative procedures pertinent to one or more areas of assignment; principles and practices of supervision and management.Ability to:

Plan, direct, coordinate and evaluate central staff services in human resource management; deal effectively with federal, state, county and departmental officials to accomplish departmental goals and objectives; communicate effectively with others both orally and in writing; operate computer and other business machines.

Supplemental InformationSALARY RANGE:

EOSR-10, $124,812 to $176,687.Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.All others will be placed on the first step of $124,812.

NOTE:

Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

WORK YEAR AND BENEFITS:

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
