Position Summary
The Procurement Specialist facilitates the competitive bidding process and bid schedules, maintains bid files, and assists the Procurement Services' Office in the Vendor Management and Corporate Card Programs. Assists the Contract Office with contract processes, as needed. Will work in concert with multiple departments across the University to maximize the value achieved through sourcing contracts and relationships. The position will work under the direct supervision of the Director of Procurement Services.
Austin Peay State University is a four-year public, doctoral-level university with six colleges and four Chairs of Excellence. The University has an enrollment of over 9,000 students and is located in Clarksville, Tennessee, a community of an estimated 166,000 people located approximately 40 miles northwest of Nashville, TN.
Primary Duties and ResponsibilitiesPrepare specifications for all bids and their schedules, prepare quotations analysis, and awards to successful proposers for all University purchases over the bid threshold. Review recommendations to ensure the bid accepted meets the specifications, terms, and conditions of the request for quotation and that the value as to quantity and quality are obtained for funds expended.Assist stakeholders in finding the best procurement method for University purchases.Prepare and maintain all reports sent to the State or other parties in relation to sourcing.Maintain sourcing database.Assist with Procurement Services' Vendor Management and Corporate Card Program.Supervise student personnel and coordinate their schedule.Assist Contract Services, as needed, in drafting, revising, and negotiating contracts, ensuring that they accurately reflect the University's needs and protect its legal interests.Assist the Director in collaborating with other university departments to understand their procurement needs, provide guidance, and establish effective communications to ensure coordination and alignment of operational activities.Perform other related duties as assigned.Knowledge, Skills, and Abilities
Ability to accurately prepare and evaluate purchase specifications, vendor selection for bids, and analysis of quotations.Ability to efficiently operate a personal computer and associated software (Outlook, Word, Excel, etc.) and Ellucian Banner ERP.Ability to communicate effectively and appropriately.Ability to maintain confidentiality of records and information.Ability to interact effectively and appropriately with diverse populations.Ability to handle multiple tasks simultaneously.Ability to effectively supervise student personnel and complete all associated student personnel actions promptly and accurately.Ability to understand and coordinate the user functions of complex computer applications.Physical Requirements
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.Required Minimum Qualifications
Bachelor's degree in Business Administration or related fieldsA minimum of two (2) years experience in procurement/purchasing.Excellent verbal and written communication skills.Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.Strong interpersonal skills and the ability to establish and maintain effective working relationships with diverse stakeholders.Knowledge of relevant technology platforms and systems used in procurement and contract management is a plus.
