JMT, is currently ranked #61 on Engineering News-Record's list of the Top 500 Design Firms.JMT's Richmond, Virginia Highways Team is seeking a Project/Program Manager to be responsible for marketing, developing, and managing comprehensive project objectives for highway/roadway projects and programs including development and management of scopes, schedules, and budgets. Types of projects and programs include standalone projects, task order programs, program management services, general engineering consultation, and innovative procurement projects (design-build, P3, etc.).Essential Functions and ResponsibilitiesMonitors schedules, budgets, accounts receivable, and manpower requirements and directs preparation of invoicesDevelop Project Management plans for assigned projectsDevelops and manages scopes of service to meet client goals and needsEstablish project pricing and budgetsCreate and maintain project schedulesDevelop and maintain project specific quality plansManage subconsultantsManage assignment of projects and tasksLead or participate in client meetings and presentationsOversee and manage assigned staff working on projectManage all technical resources on the project teamAssist with production tasks as required for client submittals and deliverables (CADD drawings, reports, graphics/renderings, etc.)Develop extra work order requests and open-end contract task proposalsCoordinate and assist Section Heads, Office Managers, and Practice Leaders with marketing proposalsIdentify and monitor long-term program management and major project pursuitsAssist management in decisions relating to investing in program management pursuitsAssemble and lead teams for pursuits of projects and programsMentor/train less experienced staffProvide quality control reviews of submittals and deliverables

Required Skills
Proficient in Microsoft Office
Required Experience
Bachelor's degree from an ABET accredited engineering programProfessional Engineer License15+ years' experience in specialized disciplineRecent knowledge of VDOT design criteria/manuals and procedures, and CADD design software (Open Roads Designer and/or Microstation with 3D modeling experience)
Preferred ExperienceCAPM or PMPExperience working with local clients at the county, state, and Federal levelProject management and business development experienceExperience with multiple project delivery methods i.e. Design-Bid-Build, Design-Build, P3Technical expertise in multiple areas of transportation engineering such as NEPA, traffic, stormwater, ADA compliance, roadway design, structural design, landscape design, etc.Experience with ISO certified Quality Management programsExperience managing multidiscipline project teams
Working ConditionsWork is performed within a general office environment 95% of the time. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
