Lead acquisition teams in coordinating and preparing Contract Requirements Packages (CRPs) to include the Statement of Work (SOW)/Performance Work Statement (PWS), Non-Disclosure Agreements/Source Selection Information, Requirements Memorandum, Plan of Action and Milestones (POAM), Independent Government Cost Estimate (IGCE), Market Research Report (MRR), Acquisition Plan, Government Furnished Property (GFP) List, Contract Data Requirements Lists (CDRLs), CLIN Structure/PSC Checklist, Funding Availability Memorandum or Purchase Request, Acquisition Strategy Panel (ASP) Decision Memorandum, Services Requirements Review Board (SRRB) Approval (if needed), Small Business Coordination record (DD Form 2579), Determination of Findings (D&Fs), Justification and Approvals (J&A), Contract Security Classification Specification (DD Form 254), Technical Evaluation, Quality Assurance Surveillance Plan (QASP) and other documents needed.Prepare input to all acquisition program documentation, to include, but not limited to: acquisition strategy, acquisition program baselines, integrated master schedule, and milestone documentation.Assist technical experts to ensure program/project requirements are properly identified, and acquired in accordance with Agency and DOD acquisition regulations and policies.Prepare decision briefings to provide information, relay status, make recommendations, and request decisions from senior leadership.Maintain in-depth knowledge of the Federal Acquisition Regulation (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS) policies, ethics, and all other applicable statutory/regulatory documentation as it relates to the contract acquisition process.Interpret MDA acquisition guidance and support acquisition planning and BMDS program integrationConduct budget planning, and review of cost estimatesDevelop RFP packages and organize technical evaluations of contractor proposalsDevelop Acquisition Plans, Justification and Approvals, Request for Proposal packages, Statements of Work, and Contract Data Requirement ListsPrepare planning documents to coordinate integrated acquisition strategies within the MDS and OGA partnersPrepare planning documents to coordinate integrated acquisition strategies within the BMDSSupport the development of acquisition implementing/operating instructions, directives, plans and policiesReview and provide analysis on various acquisition documents and productsPrepare BMDS acquisition documentation and executive-level decision papersPrepare and staff DA actions for functional and technical review and commentPerform internal and external Agency coordination and reportingSupport the preparation and execution of executive-level Acquisition Strategy Panels and Boards, BMDS and BMDS component Acquisition Plans, program acquisition baseline reviews, acquisition lifecycle phase reviews; and other acquisition documentation and reviewsDevelop and prepare acquisition documentation to support: activities to plan, coordinate and execute reviews of acquisition policy and documentation; daily, weekly, and monthly status updates and reports; and activities to develop and manage electronic tools used to create, store, retrieve and manage documents;Ability to collaborate and both troubleshoot problems and support the needs of the program office(s)Ability to draft and brief complex acquisition solutions, e.g., Other Transactions (OT) and hybrid acquisitions or equivalentOutstanding written and oral communication skillsQualifications
BA/BS in related field with 5 years relevant experience; MA/MS, CAPM, PMP or DAWIA Level II certification may substitute for 3 years of experience5+ years directly supporting a Federal Acquisition program(s) as an acquisition/program analyst overseeing cost, schedule, and performanceAbility to prepare acquisition strategy for an Acquisition Strategy Panel and Acquisition Strategy Board or equivalentAbility to review, process, and formulate strategy productsAbility to draft acquisition products, i.e. Inter-Agency Acquisition Requirements (IAR), i.e. briefings, MOAs, and IAR Support Agreements desiredAbility to draft Acquisition program correspondence/status reports, i.e. memorandums, EXSUMs, white papers, and Ad Hoc reportsKnowledge of system acquisition concepts, theories, principles, and standardsWorking knowledge of applicable DoD acquisition directives to support the development of BMDS acquisition policy, plans, processes, procedures, and guidance for BMDS development and fieldingRequisite expertise to advise staff on acquisition, assessment, and oversightFamiliarity with acquisition program baseline managementWorking knowledge of capability-based acquisition; and experience with Acquisition Strategy Panels and/or Boards and acquisition baselines are desiredExperience w/scheduling processes and tools; Proficiency in MS Office suite:Outstanding written and oral communication skills are essentialDesired Skills:Experience with Other Transactions Authority contract mechanismsKnowledge of missile system design, testing, and deployment highly desirable;Experience in one or more program offices is highly desirableCurrent Secret Security Clearance Required and eligible for TS/SCIPay Range:The pay range for this position in Colorado is $60,000/year to $90,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors.
