A bout This Position:
This position exists to monitor, develop, and implement statewide funding policies and procedures for the BHA. This position also ensures that information is available to Division, Office, and Departmental management on a timely basis and that fiscal controls are implemented. This position is responsible for financial oversight of contracts with external providers of mental health and substance use disorder prevention and treatment services. This position oversees the preparation, facilitation, monitoring, and management of the agency’s budgets and authorizes payments to vendors. This position is responsible for supervision, oversight, mentoring, and training the BHA’s fiscal managers including budget, accounting, and grants management functions.
What You Will Be Doing:
BHA Finance Team Management and Operations:
This position supports the CFO in providing financial direction for the agency’s operational budgets and develops strategies and new approaches in financial management to support BHA program implementation and planning efforts. The position is responsible for developing, implementing, and enforcing processes and policies to ensure operational excellence including but not limited to ensuring work products meet or exceed BHA standards, financial reporting is transparent and accurate, financial aspects of programs are compliant with state and federal regulations, and internal and external customer services is provided at or in excess of BHA expectations. The position also monitors state and federal maintenance of effort and match requirements.
Fiscal Oversight of BHA Community-Based Programs:
Develops effective approaches for fiscal oversight and transparency of the BHA service system, including funding, service provision and billing, and fiscal monitoring. Analyzes current fiscal systems including the CDHS and HCPF accounting and auditing guidelines and controls and develops new structures necessary to fiscally manage the changes in BHA programs, including developing new policies and procedures where necessary. Develops systems to monitor and analyze the
statewide BHA programs and to identify potential programs in order to maintain the organization's fiscal stability. Analyzes and recommends changes necessary to adapt BHA programs to the application of best practices and principles.
Block Grant and Discretionary Federal Funds Management:
This position will be a subject matter expert for BHA’s federal funds, including the SAMHSA block grants. They will provide expertise on federal funding guidelines and protocols, specifically on best practices related to 2 CFR Part 200. This position provides direction for the BHA’s grants management process and implements strategies and innovative approaches to the grants management process. In conjunction with program manager leadership, this position will develop policies and procedures that directly impact BHA statewide contract providers' work requirements.
Budget Development and Legislative Analysis:
This position provides leadership in implementing budget strategies and innovative approaches to funding requests for the BHA programs and activities. The position coordinates with BHA and CDHS management staff in developing annual budget requests and provides financial direction in the defense of budget requests, develops responses and justification of budget requests for the BHA, Department budget staff, Governor’s office, and the Joint Budget Committee. The position monitors, analyzes, and defends proposed legislation for fiscal impact on BHA and response to BHA and CDHS staff as necessary.
Staff Development and Supervision:
This position is responsible for the supervision of staff in the budget and accounting section. Assigns tasks, and monitors progress and workflow of the Budget Manager, Accounting Manager, and Compliance Manager. Additionally, this position provides leadership and direction to BHA professional and administrative staff on fiscal and contractual work associated with the Division’s grant and specialized programs. This position provides technical guidance and direction to BHA professional staff in the formulation of programmatic design and execution strategies that Impact contractual and budget administration. This position is responsible for signing and approving leave requests and work hours providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals, and resolving Informal grievances. This position is responsible for starting the hiring process, interviewing applicants, and recommending hire, promotion, or transfer. This position conducts staff meetings to relay program and workload Information to make related assignments. Conducts employee performance evaluations. Develops documentation for any disciplinary actions. Trains contractor staff on how to document and report on the necessary contract requirements, most of which have been itemized per the Federal Block Grant.
Compensation and Managed Care Analytics:
The position provides guidance and strategic direction to staff conducting statewide provider compensation and statewide program fiscal analysis.

Familiarity with federal stimulus programs and requirements
Experience managing accountability to an outside auditing organization
Proven experience in public sector contract management, budget, and governmental financial management
Experience supervising employees working in the budget, finance, or contract field
Experience in strategic planning
Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation
Experience creating and managing policies and procedures for complex processes
Experience with the State of Colorado fiscal and procurement rules
Experience managing and directing administrative processes in a governmental, organization which includes the ability to develop proven interagency relationships with local, state, and federal agencies
Extensive knowledge of the legislative processes, government funding, and the State accounting and procurement systems
Experience in outcomes-based funding and/or performance management
Conditions of Employment:
Frequent travel is required for site visits within the State of Colorado and to headquarters as needed; may be required to complete overnight travel, infrequent extended travel, or travel outside of Colorado.
