The Department of Law (DOL) is seeking a detail-oriented Grants professional to join the new Grants and Partnerships Unit in the Division of Community Engagement (DCE). WHAT YOU WILL DO

The Division of Community Engagement strives to be Coloradans' open door to the Department of Law in the operation of five programs: Outreach and Engagement, Consumer Engagement and Data Services, Safe2Tell, Opioid Response, and Grants and Partnerships. This position will work closely with the Public Health Grants Manager to oversee the Youth Mental Health & Wellbeing Challenge Grant and other grants as assigned. This position works with the rest of the Grants and Partnerships Team to improve the grantmaking process and review new proposals and amendments. This position facilitates the agreement and amendment creation process of an assigned grant by coordinating with DOL procurement staff, internal Department of Law subject matter experts, and working with external partners to build statements of work, to build budgets, and to negotiate terms and provisions. This position creates and maintains working relationships by meeting with partners regularly and reliably. This position monitors assigned grant progress and ensures compliance by reviewing grantee reporting, assessing quality of outcomes, tracking expenditures, and coordinating with partners to monitor progress of deliverables making modifications, if necessary.

This position will also collaborate with Grants and Partnerships Team to plan and execute collaborative program efforts on a range of topics, as assigned by the Director. This may include grantee site visits, virtual learning forums and in-person grantee collaborative meetings.

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

This recruitment may be used to fill multiple Grant Specialist III positions within the Division of Community Engagement at the Department of Law.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

WHAT WE ARE LOOKING FOR

Experience Only:

Six years of professional experience in one of the following areas:

Grant administration, including as the grant recipient organization or granting organization

Experience managing projects and/or contracts including developing, overseeing, and/or implementing work plans with deliverables, budgets and timelines.

OR

Education and Experience:

A bachelor's degree from an accredited institution in a field of study related to the assignmentAND t wo (2) years of professional experience in one of the areas defined above.

OR

Education and Experience:

A master's or doctoral degree in business administration, public administration, non-profit management or a field of study directly related to the assignmentANDone (1) year of professional experience in one of the areas defined above.

Note: Candidates possessing a foreign degree must submit a translation (evaluation) of their degree from an accredited institution, such as The National Association of Credential Evaluations Services in order to be given credit for the degree.

Preferred Qualifications: In addition to the minimum qualifications, if you possess any of the following specifically include the details on your application, as this information will be used to assess your qualifications and may be used to determine a top group of applicants.

Experience working with youth, mental health and/or youth mental health

Experience working both independently and collaboratively as part of a multi-disciplinary team

Comfort working in situations that involve substantial ambiguity and/or limited guidance or oversight

Passion for public service and community engagement

Demonstrated experience and ability to create and maintain relationships with diverse community partners

Experience with contract administration including experience drafting statements of work, project plans, and ensuring quality of outcomes

Experience with State of Colorado grant administration and/or experience with State of Colorado procurement and fiscal processes

Experience developing, revising, and implementing granting processes

Experience with data management using a customer relationship management system such as Salesforce

Experience developing program evaluation processes, such as developing measures for reporting on program impact/effectiveness

Required Competencies:

Exceptional organizational skills with the ability to manage multiple priorities and deadlines

Exceptional oral/written communication and interpersonal skills to interact with internal and external stakeholders

Intermediate Excel skills, including the ability to maintain data integrity and reporting
