Description of Job

The Work Unit

This position is housed in the Center for Health and Environmental Data. Vital Statistics exists to provide efficient and responsible systems for data collection, entry, editing, and data integrity of all Colorado vital records (births, deaths, marriages, divorces, fetal deaths, and induced terminations of pregnancy) registered through the Office of the State Registrar of Vital Statistics and a statewide network of local registrars; operate a field program to train local registrars, county clerks, and data providers (hospital personnel, registered midwives, physicians, coroners, and funeral directors) in the proper data collection and registration of vital records and functioning of vital records systems; assist with data quality assurance and quality control programs; and manage software systems that enter, interpret, and classify vital records data; provide oversight of processes and procedures for registration and issuance of confidential records.

The Position

The purpose of this position is to enhance the quality of data provided to the Office of the State Registrar of Vital Statistics by providing support to data providers statewide as a field liaison; to ensure the timely and accurate registration and availability of Colorado’s vital records. This position is responsible for identifying, investigating, and responding to registration problems; ensuring data providers’ compliance with vital records statutes, regulations, policies, practices, procedures and quality assurance standards; auditing procedures and processes at local offices to meet operating and security requirements; preparing training materials and manuals; delivering training to over 3,000 data providers; and marketing and providing technical support for electronic systems to hospitals, registered midwives, funeral establishments, coroner offices, medical facilities, physicians, and local vital records offices. Maintain knowledge of external stakeholder disparate needs and processes. Build trust with external stakeholders by facilitating input and participation in policy or procedural changes.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Option 1: Graduation from an accredited college or university with a bachelor's degree in public health, education, communication, sociology, social work, public administration, human resources, organizational development, or closely-related field;

AND

Two years of professional experience in vital statistics management within a health provider environment.

This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated. A copy of your transcript must be submitted at the time of application (Unofficial transcripts are acceptable.)

Option 2:

Six (6) years of professional experience as described in the minimum qualifications above, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

Option 3:

A master's or doctorate from an accredited college or university in the degrees listed in the minimum qualifications may substitute for the required experience on year-for-year basis.

Must be able and willing to travel independently up to 30% statewide (all counties in Colorado) to visit stakeholders and to attend conferences.

Must have the ability to operate a State vehicle during performance of duties.
