Director of Strategic Initiatives and In-House Counsel

We are a non-profit agency founded in 1982 with a mission to advance the integration, growth, and interdependence of people with developmental disabilities within their own communities. Building on the strengths of over 1,100 individuals in the greater Capital Area and their families, we work to identify barriers of access to find creative solutions to develop meaningful community engagement.
Dual Role Responsibilities:
In this role, you will have in-house legal responsibilities along with extensive work on continuous restructuring in the Bureau of Developmental Services (BDS) and its effects on Community Bridges. You will provide consultation and assessment of system reforms and how the agency will implement them. Responsibilities include providing input, instruction, and updates on changes needed for compliance in our system of service delivery. Strategic initiatives will focus on work with outside stakeholders, including CSNI, other agencies, and leadership of the agency to provide innovative strategies for the agency to meet its mission and compliance requirements. You will also serve as the board liaison for bylaws and board needs related to agency matters and provide agency representation at appeals to DHHS for eligibility in the developmental and acquired brain disorder system.

Education:
Juris Doctorate
Experience:
Legislative experience, legal experience, DHHS/CMS system knowledge, contract review and negotiation
Compensation and Benefits:
There is a $1000 sign-on bonus for this position - $500 will be paid at the time of hire and $500 will be paid after 6 months in the role. *Please note, sign-on bonuses are for new hires only. Re-hires and transfers are not eligible at this time.
Paid Time Off:
For a full-time employee working 40 hours a week,
264.16 hours
of Paid Time Off is received per year! PTO days will increase over the years based on longevity and there is no waiting period to start using your PTO!

Specific Duties and Responsibilities:
In-House Counsel:
Provides routine legal research and counsel on program operations such as contracts, public policy matters, vendor contracts, and other legal documents as requested by the CEO.
Working expertise in federal statutes, regulations, and waivers, and state statutes and rules concerning developmental and brain injury services as well as Medicaid.
Conduct legal research and writing, and provide legal advice and counsel on a wide variety of Program Operations, HR, Finance, and Public Policy matters.
Leadership role in drafting, reviewing, amending, and negotiating all manner of agency contracts.
Draft, edit, and review all manner of organizational documents and correspondence, as assigned or requested by the CEO, Board, and/or Leadership Team.
Strategic Initiatives:
Build and sustain relationships and credibility with Area Agency partners, CSNI BDS / NH DHHS officials, and CMS / ACL / federal DHHS officials regarding system requirements and reform initiatives.
Anticipate, analyze and assess emerging developmental services system reform options and opportunities, specifically housing for those served by the agency.
Provide streamlined information and counsel to the CEO and leadership team to meet our strategic goals.
Sustain relationships with BDS, area agency partners, CSNI, and all other committees as it relates to reform.
Leadership role in organizational level planning and implementation of system reform strategies and initiatives.
Provide mentoring supervision to the Director of External Relations as it relates to legislative liaison duties.
Required Skills:
Doctorate of Law
Previous legislation and work in the field of disabilities and/or public policy
High level of professionalism and representation of the agency in all interactions
Adept at handling multiple projects and meeting deadlines
Advanced skills in Microsoft products
Legal advisement on agency matters including contracts, compliance, and fringe benefits
Highly organized, providing updates on project work and committee updates in a leadership capacity
High level of interpersonal skills
Supervision skills
Negotiation skills
