The Digital Evidence Administrator, assigned to the Police Division, serves as a technology resource person, providing guidance, support, consultation and training to user employees and/or the public in the installation, operation, application and maintenance of body worn camera technology and case management systems; does related work as required.
Essential Duties
Acquire, manage, and distribute all physical equipment, accessories, and peripherals related to body worn camerasMaintain docking stations at all county sitesNetwork with representatives from the Police Division's contracted digital evidence strategic partnersProvide training on the body worn cameras nomenclature, functionality, and agency use guidelinesCompose and enhance policies and procedures related to the body worn camerasManage all digital assets collected with the body worn camera systemsMaintain and audit digital evidence within the Division's digital evidence ecosystems of recordManage and oversee the migration and ingestion of data between the Division's digital media evidence retention systemsCompliance with criminal, civil, and regulatory legal mandates such as discovery motions, subpoena duces tecum, FOIA, preservation orders, and other court ordersCoordinate the acquisition, storage, and dissemination of third party digital evidenceLiaison externally with the County Attorney's Office, Commonwealth's Attorney's Office, and other law enforcement agenciesAssist with FOIA requests for digital evidenceNetwork with Internal Affairs to locate and process digital evidence recordingsLiaison with the Division's Real-Time Crime Center and provide relevant supportCompose and fulfill annual goals and objectives for the unitAudit digital evidence for quality control purposes and conduct evidence purges in compliance with Division policy and State CodeResearch and identify new technologies to enhance the digital evidence ecosystemMonitor legislative actions impacting agency policies and proceduresConduct periodic assessments of staffing, equipment and software needsCoordinate and oversee contractual, periodic equipment distributionsMaintain real-time inventory controlsEnsure compliance with vendor contracts and implement contractual programsNetwork with the Public Affairs Office for media releasesProvide courtroom testimonyLead special projects for the Chief of Police related to digital evidence acquisition, storage, maintenance, and disseminationRelated duties as assignedConsiderable knowledge of and familiarity with body worn camera recording equipment and related software ecosystems in area of assignmentConsiderable knowledge of the mission, goals and work performed by the unit or agency to which assignedExcellent evaluative skills and the ability to develop agency and mission-specific applications and uses for available technologyKnowledge of training/education theory and techniques and proven skills in the development and delivery of trainingProven troubleshooting and analytical skillsProficient recordkeeping abilitiesAbility to maintain agency hardware/software inventory systemAbility to leadGood oral and written communications skillsProven planning skillsAbility to maintain confidentialityAbility to establish and maintain good working relationships with (as appropriate to assignment) co-workers, the public, outside agencies and vendors and their representativesAbility to work independently with minimal instruction and directionGood knowledge and command of English grammar and spellingKnowledge of agency-relevant office and business terminologyAbility to maintain accurate records and to prepare concise reportsExcellent organizational skillsGood initiativePhysical conditioning that permits activities including but not limited to heavy lifting, bending, stooping, stretching, carrying and moving equipment and supplies.
