Job Description Summary:The Police Digital Evidence Specialist performs a variety of technical and administrative tasks related to the control, storage, release, and disposition of digital evidence media including Body Worn Camera footage, In-Dash footage, photos, and videos. This highly technical position provides specialized support, training and oversight of systems used in the performance of their duties.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages and processes all requests for data, digital evidence, and multimedia recordings (including in-car and body-worn camera footage) from the District Attorney, City Attorney, and other departments. Utilizes various databases and software programs such as AXON RMS, evidence.com (AXON), Computer-aided Dispatch (CAD), Equature, eDiscovery, Milestone XProtect, SharePoint, Excel, and Outlook. Conducts thorough searches and reviews of CAD data, 911 call records, radio transmissions, photos, digital evidence, and body-worn camera footage to ensure completeness and accuracy of case files.
Collaborates closely with the City Attorney and District Attorney's office to prioritize and address requests based on urgency. Ensures compliance with court deadlines for various tasks, including daily arrests, Final Action Notices, Rule 16 requests, and litigation holds.
Interacts with the public to efficiently process requests, collect payments, provide information about procedures and limitations, and offer status updates.
Handles case requests for the Professional Standards Unit, Independent Police Monitor, and Police Oversight Panel by reviewing confidential video and audio.
Receives and manages requests from the Professional Standards Unit, Legal department, and citizens for time-sensitive, high-profile cases. Applies redactions in accordance with Colorado Revised Statute 24-31-902.
Redacts digital evidence, including photos, videos, audio files, and documents, using evidence management software in compliance with Colorado Revised Statutes, and releases them to citizens. Maintains a thorough understanding of the Colorado Open Records Act (CORA) and the Colorado Criminal Justice Records Act (CCJRA).
Processes requests from Detectives and Boulder Fire Department for radio channel recordings related to critical incidents, 911 audio, and AXON case sharing. Works with the Police Information Officer to create video clips for media dissemination.
Communicates with internal, other law enforcement agencies and external customers regularly.
Serves as custodian of records for approximately 180 officer's body worn camera, fleet video and associated dispatch audio.
Testify in court as required and prepare documents requested by City and County Attorneys.
Manages own workload and priorities so that needs are met. Anticipates schedule or priority conflicts and develops solutions. Works closely with other administrative specialists to ensure efficient return of requests and maintenance of databases.
Provides general oversight and assistance regarding body worn camera policies and procedures to police employees. Implement new solutions to improve workflow and update policies based on legislative updates.
Train identified employees in the duties and responsibilities of the Police Digital Evidence Technician Specialist position. Updates and maintains training content and materials as necessary. Audits the work of new and temporary staff for accuracy and completeness.
Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and procedures.
MINIMUM QUALIFICATIONS
Ability to pass and obtain CJIS Certification.
Ability to perform research.
Ability to work independently under minimal supervision and demonstrate strong organizational skills.
Ability to be reliable.
Skills in interpersonal communication and relationships, including the ability to deal effectively with a diverse staff and public.
Skills in verbal and written communication.
Skills in proofreading and editing, including excellent grammar, punctuation and spelling skills.
PREFERRED QUALIFICATIONS
Completion of relevant college level coursework.
Experience working in the criminal justice system.
Experience working with Axon systems.
Experience working with Equature recording software and Central Square CAD browsers.
Experience fulfilling records requests and working within the parameters of the Colorado Open Records Act and Colorado Criminal Justice Records Act.
REQUIRED EDUCATION AND EXPERIENCE
High school graduate or equivalent.
Three (3) years prior experience in an office environment, preferably in law enforcement or municipal government.
BACKGROUND INFORMATION
Demonstrated personal and professional honesty, integrity, good judgment as shown in applicant's criminal history, background, and motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale, or possession of illegal substances. Polygraph or Computer Voice Stress Analyzer used for verification of applicant information. Prior to employment, successful applicants are required to submit to a drug test. Some positions will also require medical and/or psychological testing prior to employment.

WORKING CONDITIONS
Physical and mental effort:
Primarily sedentary physical work with constant sitting up to 4-8hours/day. Constant and repetitive use of the hands for simple grasping and fine manipulation. Frequent hand/eye coordination to operate personal computer and office equipment. Occasional walking and standing up to 2-4 hours per day, climbing stairs, bending, squatting, and pushing/pulling of light items. Occasional lifting of up to 20 pounds. Vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees, co-workers and citizens.
Work Environment:
Works primarily in an office setting.
Machines and equipment used:
Frequently uses standard office equipment including city vehicle, computers, copy/fax machines, and telephone.
