Job/Position DescriptionProgram Specialist V - Under the limited leadership of the Texas Vaccines for Children and Adult Safety Net Program Manager, this position performs highly advanced (senior-level) consultative services and technical assistance work with considerable latitude for the use of initiative and independent judgment in the Adult Immunization Program and future adult immunization activities. Work involves planning, developing, and implementing strategies to improve adult immunizations; training and education; programmatic management; internal quality assurance. Works with the DSHS Regional Adult Safety Net (ASN) team and communicates with staff at ASN enrolled sites. Program and liaison for partnerships with state and national professional associations, stakeholders, and internal partners. Writes or updates policies and procedures for the adult immunization activities and project team. Communicates with partners verbally and in writing regarding adult immunization, notifications and updates. Provides updates on the adult immunization program to senior management. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(40%) Serves as a subject matter expert for the Adult Immunization Program by providing education and technical assistance to the team, internal partners and stakeholders. Writes or updates policies and procedures for the ASN team. Communicates with customers verbally and in writing regarding Centers for Disease Control (CDC) notifications and updates. Provides recommendations on complex ASN Program policies and procedures to senior management. Performs high-level reviews, evaluation, and distribution of immunization vaccine coverage assessment rates to providers, stakeholders and management that are received from the Assessment, Compliance and Evaluation (ACE) group. Responsible for advanced (senior-level) writing/editing/updating program manuals for participating providers and responsible entities. Distributes and monitors the work of three staff members in the ASN group and develops and implements the team's performance. Reviews travel of all ASN team members. Communicates with customers verbally and in writing. Conducts training for other staff on policies and procedures of the ASN Program.(35%) Prepares and facilitates presentations at local, state, and national conferences to both internal and external stakeholders. Interface and collaborate with internal partners and stakeholders both verbally and in writing. Maintains ASN Program by coordinating meetings with internal and external stakeholders. Compiles complex information and submits articles for newsletters on information that is applicable to responsible entity staff or staff at enrolled ASN sites using Microsoft Word. Assists manager in providing oversite of ASN program operations. Performs QA activities to improve program and works with program staff to identify and resolve technical and procedural problems.(20%) Actively participates in phone calls with CDC and attends CDC in person trainings. Prepares brochures and other documents on ASN Program for distribution to staff at ASN-enrolled sites. Responds to customer inquiries in writing and via the telephone. Explains complex policies and procedures to staff from ASN enrolled sites.
