S3, Inc. is seeking a qualified individual to serve as a Senior Acquisition Analyst in support of the Program Manager's Office - Apache Attack Helicopter (PMO AAH) Sensors Division on Redstone Arsenal, AL. Description: The Senior Acquisition Analyst will provide support in the development and management of all functions associated with assigned acquisition programs and will support complex acquisition planning and contracts management for the PMO. Responsibilities: Draft, read, comprehend, and interpret contract requirements packages, Statements of Work, Performance Work Statements and other elements to include memos, funding documents, contractual documents, and contract letters. Coordinate with contracts, program integrators, cost estimators, and budget analysts across multiple offices on contract actions to ensure requirements are identified, budgeted, and acquired within applicable DoD and Army regulations and policies. Provide acquisition analyst support to Government and/or DoD project offices for the development and management of the functions associated with assigned contracts during each phase of the contracting process. Plan, develop and establish contractual strategy for acquisitions and work multiple contract actions: including, new contracts, negotiations, directed changes, Undefinitized Contract Actions (UCAs), definitizations and modifications. Prepare for and participate in Program Management Reviews (PMRs) to assist the Program Integrators with acquisition/contracting priorities, and working with multiple offices, divisions, and branches, both internally and externally, to solve funding and other issues associated with contract awards. Qualifications: Bachelor's degree in Accounting/Finance, Mathematics, Science, Engineering, or related field. A Master's degree is highly desired. Minimum of 16 years of experience in Program Management / Acquisition Analysis with at least 10 years of relevant experience providing acquisition analysis support to the government and/or DoD project offices for the development and management of the functions associated with assigned contracts during each phase of the contracting process. Strong knowledge of the Microsoft Office Suite (especially Excel, PowerPoint, and Outlook). Active secret clearance. Keen understanding and intimate familiarity with all aspects of contracts and requirement packages to include the Statement of Work (SOW), Performance Work Statement (PWS), Contract Data Requirements List (CDRL), Document Summary List (DSL), Market Research (MRR), Competition Advocate Shopping List (CASL) entries, Operations Security (OPSEC) requirements, Procurement Work Directive (PWD), Independent Government Cost Estimate (IGCE), CLIN structure, and Quality Assurance Surveillance Plan (QASP). Experience working independently, managing the functional, personnel, and financial aspects of a small/medium program or several technical tasks. Recent experience working as an Acquisition Analyst on Redstone Arsenal.
