Data Fusion Coordinator
to identify, analyze, and articulate requirements and artifacts in the planning and operational execution in support of the U.S. Indo-Pacific Command (USINDOPACOM) Operations Directorate as part of the Joint Fires Division at Camp H.M. Smith, Hawaii. This position will focus on the integration of:Integration requirements across the Services, Allies, and Partner Nations within the Indo-Pacific Joint Coalition Fires enterprise to achieve maximum effects against selected targetsManned and Unmanned Aerial Platform OperationsKinetic and Non-Kinetic Effects (NKE)Specialized Military Information Support Operations (MISO)Mitigation of Risk to Mission and Risk to ForceEssential Responsibilities:Integrate Joint Fires and Intel corroborated data and how that is processed in battle management command and control (BMC2) systems in support of joint fires missions and target engagement decisionsEngage with stakeholders to synthesize sensor-to-shooter kill websWork closely with operational, intelligence, cyber, and other functional experts to synchronize efforts in the development of the organization’s data strategy and data fusion objectivesUtilize state-of-the-art data fusion/processing techniques and methods to maximize value to the operational missionMaintain currency with evolving capabilities and threats in the information environmentDemonstrate the ability to work with other Departments and Agencies to grow the community of interest and create effectsAdvocate for the employment of the organization’s data strategy in the Command’s joint targeting coordination working groups and joint targeting coordination boardsContinuously assess the effectiveness of data fusion methods, tools, and techniques as needed, and provide feedback and recommendations to leadership for course correctionAuthor relevant data fusion-specific documentation, including reports, studies, and analyses, to advance the organization’s process maturityPotential to brief senior leadership (Flag/General Officer and Senior Executive Service level) periodically on the status of the data fusion program in support of the organizationMinimum Requirements:Bachelor's Degree from an accredited college or university with at least 10 years of experience, or Master’s Degree with at least 5 years of experience supporting the Department of Defense (DoD), including at least 3 years of experience in military operations10 or more years of combined experience working in military operations on an operational staff or at the tactical maneuver unit level with a focus on kinetic and non-kinetic fires and/or targeting/IntelExperience in data fusion, intelligence analysis, or advanced analytical roleKnowledge of Joint Fires targeting, intel processes, principles, and methodsDemonstrate excellent written and oral communications, organizational knowledge management using technology-based systems, operational assessment, intelligence collaboration, and joint planning and oversight processExcellent analytical and critical thinking skills, and an ability to describe significance, provide context, and describe riskJoint Fires background and Senior/SME level expertise in DoD focus areaMust have an active Top-Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret ClearancePreferred Qualifications:Knowledge of the Indo-Asia-Pacific regionAt least 12 years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations5 years' experience working in the USINDOPACOM AORAt least 3 years of experience in a senior military staff office (Service HQ, Combatant Command, OSD, JS) and/or working in military plansPreferred Knowledge and Skills:Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interestsIn-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approvalCommunicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.The salary range for this position is $140K to $160K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
