SR. IT BUSINESS ANALYST

This position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

THE OPPORTUNITY The Office of Information Technology (OCIT) seeks a highly skilled Sr. IT Business analyst with experience in a large organization, preferably within the public sector.The Sr. IT Business Analyst will focus on analysis and implementation of an ERP system within the County. Additionally the position is responsible for identifying and addressing complex business challenges within the organization. The successful candidate will collaborate with stakeholders to analyze workflows, develop detailed requirements, and implement technology solutions that enhance operational efficiency.

Duties and responsibilities will include but not limited to the following:

Analyze current business processes and workflows; propose enhancements to increase efficiency and align with application/ERP functionalitiesCollaborate with Vendor and internal teams to assist in the configuration/customization of the ERP systems as needed to meet the business requirements in all ERP modules such as Human Resources, Payroll, Procurement, Budget, Finance, and other functional areas.Analyze and interpret data from the ERP system to define reports to address business needs.Identify opportunities for continued improvements within the ERP functionalities.Develop, review, and execute test plans for ERP system implementation or updates.Support any change management efforts related to ERP implementation or upgrades.Assist with the development of data migration strategy and ensure accurate data migration and integration between legacy system and ERP system providing necessary support by validating against requirements and testing.Collaborate with appropriate teams to ensure the ERP system adheres to business requirements.Identify business stakeholders and work as a liaison among stakeholders to elicit, analyze, communicate, and validate requirements and workflows for changes to business processes.Collaborate with stakeholders, functional unit management, and personnel to identify, analyze, and define business needs, and translate them into detailed business and system requirements.Map current processes and design future state processes to develop As-Is and To-Be flow diagrams.Conduct workshops, Joint Application Design (JAD) sessions, questionnaires, observation, document review, and other methods to gather functional and non-functional requirements.Perform gap/fit analyses and application assessments to identify potential system development and/or modification needs.Facilitate and assist stakeholders in their role as product owners to document, clarify and prioritize requirements.Identify and document, system defects or issues and work with the project team to resolve them.Develop test cases, conduct testing, and facilitate user acceptance testing.Develop training materials and provide training to system users.Serve as the project lead over business analysis projects that are medium to large in size and scope.Performing complex professional/technical research and analysis to propose IT solutions for business problems.Identifying and communicating organizational concerns/issues to stakeholders and help recommend resolutionsManaging and prioritizing multiple projects simultaneouslyPerform other related duties as assigned.DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will possess a Bachelor's degree or higher in computer science, information systems, business administration, or a closely related field from an accredited college or university and will have at least five (5) years of business analysis experience in a large organization, preferably in a public sector environment including at least 2 years of experience with ERP system analysis and implementation.

Experience acting as an Agile Product Owner, or Scrum Master, is preferred.Credentials such as Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) or Project Management Professional (PMP) are preferred but not required.

In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

TECHNICAL EXPERTISE

Develop and write Agile user stories, use case diagrams, sequence diagrams, class diagrams, collaboration diagrams, state chart diagrams, activity diagrams, and implementation diagrams.Analyze business problems and work with stakeholders to define, analyze and document business and user requirements for which solutions can be successfully designed, developed, and executed by Information Technology teams.Development of business and system specification/documentation.Formal methodologies of eliciting, analyzing, and documenting business requirements and processes including As-Is and To-Be flows.Develop and document user acceptance test (UAT) plans and test cases, coach end-users on completing UAT activities, manage UAT test activities, and communicate results.Experience as a business analyst on Agile projects.Experience with quality assurance testing.INTERPERSONAL COMMUNICATION | COLLABORATION

Conduct effective meetings and present technical documentation and training materials.Solicit feedback and accurately translate customer needs into business improvements.Ensure that technical teams and business stakeholders are kept informed about business requirements and changes.Communicate effectively orally and in writing for technical and non-technical audiences.Demonstrate professionalism, tact and diplomacy while representing the department in meetings.PROBLEM-SOLVING | ANALYSIS
