The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a

Crisis System Medical Director

to provide leadership over the medical aspects of King County's behavioral health crisis system continuum that will soon expand to include five new crisis care centers. This position will collaborate with multidisciplinary teams to develop, implement and evaluate protocols and standards for behavioral health crisis care, ensuring King County operates as an accountable entity-using data, research and outcomes to achieve desired results, strengthen the system and drive change when needed.

The

Crisis System Medical Director

must be a visionary leader and physician who possesses an Equity Race and Social Justice lens to improve the quality and availability of equitable and culturally responsive crisis care and treatment to King County residents. They must also have a keen eye for optimizing workflows and engaging in continuous improvement activities, ability to analyze and establish best practices, be committed to supporting and growing the crisis system workforce and have a deep understanding on how intersectionality can impact access to crisis services and treatment.

The

will be a member of the BHRD Executive Leadership team.

WORK SCHEDULE/CONDITIONS:

The position will be scheduled to work during core business hours which include Monday - Friday, 8am - 5pm. The position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS:

This position has been designated as Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Job Duties

Provide leadership and oversight to advance clinical quality and availability of behavioral health crisis services in King County through a variety of mechanisms.

Support the implementation and development of the crisis continuum, ensuring services such as the Regional Crisis Line and 988, mobile crisis services including Mobile Rapid Response Crisis Teams and Children's Crisis Outreach Response Systems, crisis care centers and post-crisis follow-up services are coordinated and working cohesively to serve people in crisis.Ensure crisis services are culturally responsive, patient-centered, delivered equitably, accessible and are navigable for everyone impacted by people experiencing crisis while also ensuring services are integrated to serve people with co-occurring mental health and/or substance use conditions and effective for people experiencing homelessness.Convene and partner with crisis service providers to optimize workflows and partnerships in line with crisis system best practices.Support the development and training of crisis workforce, including implementation of the crisis training academy and regional crisis training collaboratives.Provide executive level leadership, training and case consultation to King County's Crisis & Commitment Services.Provide behavioral health medical recommendations and program oversight to ensure King County functions as an accountable entity.

Support data collection, evaluation and research partnerships related to behavioral health crisis services including implementation of data collection best practices by providers and alignment with King County data reporting requirements, including related to demographic data.Oversee the accountable entity function of the behavioral health crisis system in King County.Develop and implement continuous quality improvement practices related to crisis system metrics, including equity analyses.Promote and collaborate with evaluation activities and research partnerships.

Engage internally and externally to strengthen and advance the behavioral health crisis system, address intersectionality and support the delivery of crisis services.

Collaborate across DCHS and externally to propose and develop a behavioral health policy that will advance best practice crisis services.Engage with Washington State Health Care Authority, Department of Health and other relevant state departments to inform and ensure local alignment with state behavioral health initiatives.Coordinate with housing and homeless service providers, as well as DCHS leadership and the Housing and Community Development Division to identify and implement linkages with crisis services and systems.Engage with crisis system partners, including emergency medical services, law enforcement agencies, hospital and emergency departments, jail services and others to ensure cross-system coordination.

Experience, Qualifications, Knowledge, Skills

Actively licensed as a Physician in Washington state. Licensure must be in good standing with Washington State Department of Health.

At least 10 years of experience working in behavioral health crisis services at a nonprofit, government or as a private provider.

Experience building and leading effective teams and/or workgroups in diverse work environments while creating strong morale, instilling vision and purpose and fostering open dialogue.

A well-developed understanding of equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice into program design and workplace culture.

Demonstrated experience working with a variety of individuals with diverse backgrounds.

Knowledge and experience in strategic planning and management techniques and principles, measurement and performance standards and communication strategies.

Proven experience in developing and implementing strategies to enhance clinical services and accountability structures within a behavioral health organization.

Proven experience in developing training programs and providing direct training.

Strong written and verbal communication.

Desired Qualifications:

Deep knowledge of the behavioral health crisis system and services in King County.
