Job Summary
The position is responsible for the development, planning, coordination, and controlling of all administrative, financial, and operations within the Cooperative Extension Services Agency (Agency) as a senior administrator. The Director of Operations (DOO) prepares, reviews, and controls the Agency’s annual budget and related processes. The DOO provides direct supervision and leadership for all administrative support staff for the Agency. The DOO serves as the liaison to the City of Indianapolis on issues including budget, personnel, strategic opportunities, and resource development. The DOO represents the Agency’s interest with board members, Purdue University partners, council members, and other county and state alliances when appropriate. The DOO creates and implements systems to ensure operating efficiency and quality assurance for the Agency. The DOO is a key member of the organization’s leadership team and reports directly to the Agency’s County Extension Director. The DOO ensures a positive and trusting culture within the Agency that values diversity, equity, and inclusion. Independent judgment is regularly utilized when there are no available policies and procedures. Independent actions and judgment are exercised in making decisions that are complex in nature and have a considerable impact on the Agency. Decisions and actions may be controlled by local, state, and federal practices, policies, processes, or laws. The actions and decision-making process allow for considerable latitude in making informed judgments, quick decisions, or decisions without the benefit of consultation. The incumbent is expected to exercise initiative, creativity, and independent problem-solving skills. Incumbent is on call 24/7. Position reports to Director County Extensions.

Position Responsibilities
Directs and leads special projects, programs, and services as part of the leadership team and in conjunction with other agencies, internal and state departments, committees, and employee representatives
Builds and maintains operations structure, operating standards, and practices that are responsive and adaptable to evolving agency needs
Directs and manages all financial functions, which include the functions of budgeting, procurement, payroll, accounts payable, and receivable and grant management, and the related systems and procedures
Compiles and analyzes data, prepares a summary, and submits annual budget plan to County Extension Director for approval
Monitors actual expenditures against budget, evaluate variances, and revises original budget, as appropriate; informs County Extension Director of modifications
Responds to all federal, state, and local audit requests
Forecasts and tracks all agency revenue and expenses including employee reimbursements
Oversees the financial process of reporting for at the local and state level
Presents all budget-related requests to the city county council alongside County Extension Director
Serves as agency purchasing approver, responsible for City-County procurement management, buyer supervision and university purchasing oversight
Manages all aspects of personnel planning recruitment, hiring, onboarding, and annual evaluation for administrative support staff
Lead, develop, and supervise direct reports by communicating performance objectives, measuring success, and supporting development needs
Serves as agency advisor for city county employees regarding salary administration, health insurance, retirement, and other employee benefits
Must maintain confidentiality at all times

Qualifications
Minimum Job Requirements and Qualifications
Bachelor’s Degree in Operations Management, Business Management, Communications, Marketing, or a related field with a minimum of four (4) years in management, operations, accounting, or a regulations related role. Must have strong experience in operations to include, budget preparation and oversight, human resources management, facility management, and a demonstrated ability to collaborate with executive-level stakeholders. Strong verbal and written communication and presentation skills are required. Demonstrated record of integrity, objectivity, independence, judgment, and confidentiality in all professional engagements. Proficiency in using Microsoft Excel required. Must have strong leadership and consensus-building skills and an interest in working within a friendly, team-focused environment. Must have a valid driver’s license.
Preferred Job Requirements and Qualifications
Experience working with local, state, or federal government or other non-profit organizations preferred. experience with QuickBooks or Quicken preferred. Preferred encompasses the minimum job requirements and qualifications as listed.
