The primary purpose of this position is to carry line responsibility for ensuring that the Subsidized Child CareAssistance Program is developed and operated in accordance with Federal and State laws, rules adopted by theSocial Services Commission, and policies and procedures of the Division of Child Development and Early Education.It is the responsibility of the Consultant to provide direction and consultation to assist county departments of socialservices and other local purchasing agencies to plan, organize, budget and staff for the child care subsidy programand other child development initiatives; to identify local purchasing agency training needs and plan, arrange, and/orconduct training; and to provide policy monitoring to verify local purchasing agency compliance with applicablepolicies and procedures. The consultant will also be responsible for providing support related to the NC FAST casemanagement system. The Consultant will be assigned to specific counties which may be subject to change at times.The Consultant is expected to provide local purchasing agency and DSS visits, conferences, support group meetings,telephone consultation, training etc., in relation to Division requirements and the needs in the local administrativeagencies. This is a home-based position that requires a great deal of day travel throughout the assigned countiesand occasional overnight travel. Due to travel, there is a need for flexibility and the employee's daily schedule mayvary to carry out professional responsibilities.Knowledge, Skills and Abilities / Competencies
