Job Description

GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs highly complex (senior level) managerial work providing direction and guidance in strategic operations and planning in Motor Carrier-related applications and programs. Works closely with external stakeholders and peer organizations to maximize application and related program efficiency. Works closely with peer organizations and State and Federal agencies to ensure safety and compliance with related Federal and State Laws. Works closely with Division leadership in establishing uniform Quality and Performance guidelines for customer-facing employees in the Division. Provides management and direction in the automation and refinement of work processes and related applications. Works with peers from other Federal and State Agencies and the Motor Carrier Industry to ensure processes and strategic initiatives align with applicable laws and customer needs. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Provides strategic direction and goals for OS/OW Permitting software and related functions.Supervises Program Quality Manager and provides strategic direction and goals with a focus on standardizing quality and performance metrics throughout the division and integrating customer education efforts at the Division level.Participates in seminars, presentations, common interest group meetings and other events related to Oversize/Overweight Permitting and related areas.Develops and oversee the implementation of long-range and short-term plans related to area of responsibility.Identifies areas of needed change and makes recommendations to improve operations to division and department management.Provides technical expertise and guidance regarding questions related to the business function, division, or department.May oversee the implementation of changes in the OS/OW Permitting software resulting from new legislation.Travels up to 10% of the time to various locations to attend meetings, trainings, and events.Travel by car (may include flying). May include overnight travel.May require working extended hours and some evenings and weekends, as needed.Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.Performs related work as assigned.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Local, state, and federal laws and regulations relevant to the issuance of oversize/overweight permits and related processes in Texas;Information Technology systems and procedures used in self-service customer-facing applications;GIS mapping and automated routing; andQuality and Performance metrics in relation to user or application performanceSkill in:
Establishing plans and setting objectives and goals that support the Divisions goals of delivering safe and efficient service to the Motor Carrier Industry.Working closely public and private stakeholders to identify and prioritize systems and process improvements relating to the issuance of OS/OW permits.Prioritizing legislative initiatives with a focus on streamlining operations and removing unnecessary regulations in OS/OW permitting process.Interpreting and analyzing legislation, rules and regulations.analyzing business processes and developing quality and performance measures that support the Division's goals.Communicating vision and direction of how an organization should function or a system should work under and conveying this to others; andCommunicating complex ideas and information clearly, concisely and effectively so parties involved can make educated decisions to provide quality input.Abilities to:

MINIMUM REQUIREMENTS
Education and Experience
Bachelor's degree from an accredited college or university or the U.S. equivalency.Education and experience may be substituted on a year for year basis.Seven (7) years progressively responsible professional experience in a customer service or regulatory environment.Five (5) years of demonstrated and progressively responsible managerial/supervisory experience.PREFERRED REQUIREMENTS
Experience in the regulation of Oversize/Overweight Permitting and automation of related processes preferred.(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
