This role will eventually oversee HR compliance across the U.S. and Canada, ensuring adherence to federal, state, provincial, and local employment laws and regulations. The Compliance Manager is responsible for implementing and monitoring compliance programs, conducting audits, running reports, managing risk assessments, and providing strategic guidance on regulatory compliance matters in addition to overseeing HR reporting and analysis needs. This position will play a vital role in fostering a strong compliance culture and supporting Core-Mark's commitment to an ethical and compliant workplace.
In alignment with compliance oversight, this role will manage the HR reporting and analytics, ensuring data integrity, accurate reporting, and alignment with Core-Mark's business needs. The Compliance Manager will work closely with the PowerBI team to support the People Analytics app and reporting requirements while maintaining data privacy and compliance with HR standards.
Responsibilities:
Develop and implement a comprehensive HR compliance strategy for California, expanding to the U.S. and Canada over time.Conduct regular audits on employment practices, including wage and hour compliance, terminations, waiting time penalties, bonuses, piece rate pay, and any other state-mandated requirements.Monitor changes in federal, state, provincial, and local laws, and ensure policies and procedures are updated accordingly.Collaborate with HR teams, Legal, and OpCos, and Corporate Functions to ensure compliance with all relevant labor and employment laws and regulations.Manage compliance training programs for HR teams and operational leaders to raise awareness and understanding of compliance requirements.Provide strategic compliance guidance to senior leaders on new and emerging regulations that impact business operations through reporting and analysis.Conduct risk assessments to identify and mitigate potential compliance issues and ensure proactive management of risks.Prepare for internal audits by ensuring all compliance documentation, processes, and records are accurate and up-to-date; coordinate with OpCo HR, auditors, and respond to audit findings.Oversee the development and implementation of corrective action plans to address non-compliance findings and monitor follow-up actions to ensure resolution.Serve as a primary contact for regulatory agencies and external audits related to HR compliance matters.Develop and maintain a reporting and tracking system for compliance issues, investigations, corrective actions, and other HR related activities.Ensure compliance with leave of absence regulations, including FMLA, CFRA, ADA, and other applicable state and federal laws; oversee proper documentation, tracking, and management of leave cases.Oversee I-9 compliance for all new hires, ensuring accurate and timely completion, storage, and periodic auditing of I-9 forms to meet federal and state regulations.Maintain compliance with labor law posting requirements by ensuring that all mandatory state and federal labor law posters are up-to-date and prominently displayed at all locations.Build and foster a compliance culture within HR and across Core-Mark by developing relationships with HR, Legal, and operational partners.Oversee HR Analytics app management, working with the PowerBI team to ensure accurate data reporting, integrity, and alignment with HR compliance and business needs.Track and manage metrics related to compliance and HR functions using the app, ensuring data privacy requirements are met.Collaborate with the PowerBI team to develop and enhance reporting capabilities that align with business needs.Travel as needed to support compliance audits, training, and risk assessments across multiple regions.The ideal candidate should possess the following:The successful candidate will demonstrate expertise in HR compliance and reporting, with a proactive approach to managing risk and ensuring adherence to complex labor regulations. Required Qualifications
•Bachelor's degree in Human Resources, Business Administration, or a related field.•Minimum of 8 years of experience in HR compliance, employment law, or a related field, with a strong focus on California labor laws.•In-depth knowledge of federal, state, and local employment laws and regulations, with an emphasis on multi-state compliance requirements.•Proven experience in conducting audits, managing compliance programs, and implementing corrective actions.•Ability to travel up to 10% of the time
Preferred Qualifications
•Professional certification in HR (e.g., SHRM-CP, SHRM-SCP, or PHR) or compliance (e.g., CCEP).•Experience in warehousing, distribution, or a similar industry with multi-site responsibilities.•Familiarity with Canadian employment laws and regulations is a plus.•Experience working in a shared services or corporate support environment with a focus on compliance and risk management.
