About the Position:

This position will help identify and address reporting needs across the entire department and analyze a wide variety of organizational data and information using scientific and statistical methods. This position will be responsible for data-related programs, processes, and other initiatives; examining the effectiveness of department programs, services, systems, and performance; building analytical processes, dashboards, and other interfaces to communicate to internal stakeholders; and providing a variety of routine and complex analytical, administrative, and technical reports to both internal and external stakeholders.

This position is responsible for working with data representatives and program managers across DHHS service areas to identify needs and build processes and products that enhance analytical capabilities, encourage continuous improvement, and lend to increasing value in the provision of services. Over time, this position will help train DHHS staff working with data across the department in collecting data, assessing its quality, and using it to analyze program outputs and outcomes, thereby strengthening capacity and enabling greater transparency of the department’s initiatives and efforts to internal and external stakeholders and the public.

What you will be doing:

Developing analytical and statistical studies and assessments directly related to service delivery, client experiences, and equity across the department.

Writing code in statistical software such as R or Python to gather, store, manipulate, and retrieve information from internal and public databases; blending disparate datasets and staging data for use; identifying and resolving issues with data quality; developing routines that can be automated and easily modified for reuse in other areas; and consulting data managers and program managers within service areas in building and/or modifying these tools to further enhance their capabilities and to encourage a data-informed culture within DHHS.

Utilizing appropriate analytical and statistical tools and data/information systems to evaluate programs, processes, and policies and developing ad hoc data visualizations using software such as Tableau or PowerBI.

Actively participating in the design, management, and implementation of metrics to guide decision making based on research-driven frameworks such as Social Determinants of Health.

Evaluating existing practices and processes and implementing necessary modifications to improve programmatic, operational, or organizational efficiency; recommending strategies or solutions to inform decision making; establishing or improving performance metrics across the department.

Synthesizing complex data findings into clear, concise, and user-friendly presentations for internal and external stakeholders, including DHHS leadership, County Council, and the County Executive’s Office.

Overseeing and managing data collection, data quality, and data analysis service areas within Health and Human Services to include the Homeless Information Management System (HMIS) and the Enterprise Integrated Case Management (eICM) module.

Ensuring accurate data collection and management; tracking performance and access program outcomes through data analysis and reporting; ensuring client confidentiality, and designing and delivering staff and partner training.

Liaising with the Health and Human Services’ Information Technology team and Technology and Enterprise Business Solutions (TEBS).

Minimum Qualifications:

Performance Management and Data Analyst I:

Experience:

Two (2) years of professional experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, data administration or business data analytics environment.

Education:

Graduation from an accredited college or university with a bachelor’s degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.

Equivalency:

(1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in the above fields may be substituted for one year of the required experience.

Performance Management and Data Analyst II:

Experience:

Three (3) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment.

Education:

Graduation from an accredited college or university with a bachelor’s degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.

Equivalency:

(1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.

Preferred Criteria:

Master’s degree in Statistics, Operations Research, Data Science, Public Policy, Public Health, Economics, or other related field.

Three (3) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment.

Experience with quantitative and qualitative research methodologies, executing data queries using code in R or Python, and generating interactive graphics in at least one visualization software including Tableau, PowerBI, or ArcGIS.

Experience with translating and presenting complex analytical findings to a diverse array of stakeholders.

Strong analytical capabilities and experience breaking down complex ideas.

Demonstrated experience in program evaluation, developing performance measures, and monitoring program outcomes.

Demonstrated ability with producing high-quality written and visual reports, dashboards, and tools.

Experience interacting with all levels of authority/management both internal and external to collect and understand data.
