About the Position

This position may be filled at the following levels:

Performance Management & Data Analyst II, Grade N25 - Anticipated salary range is $81,122 - $100,186.Performance Management & Data Analyst III, Grade N28 - Anticipated salary range is $92,075 - $149,112.

WHO WE ARE LOOKING FORThe Office of Human Resources (OHR) is looking for a Performance Management & Data Analyst (PMDA) to support research, development, implementation, and compliance with human resources policies, regulations, and legislation. As part of the Policy, Practice & Strategic Communications Division, this position will advance the division's purpose to create a human resources operation that further enables the organization in its mission to build a strong and resilient workforce.

As our performance management and data analyst focused on HR policies, you'll dive deep into the world of human resources, wielding both qualitative and quantitative analytical skills to ensure our policies are cutting-edge, compliant, and impactful. You'll be a driving force behind our research, analysis, and implementation of HR strategies that shape the future of our local government workforce. From maintaining our Montgomery County Personnel Regulations, to creating and sustaining key additional HR policies, to updating our practices to align with federal, state and local legislation; you'll provide order and diligence to our policy framework with the following responsibilities.

Uncover the latest HR trends, best practices, and legislative changes through comprehensive research.Draft innovative policies that align with our organizational culture and meet evolving needs.Conduct in-depth analyses using predictive analytics and create stunning visualizations of policy impacts.Develop and implement policy audit processes to ensure our HR practices are top-notch and compliant.Train HR teams on new and existing policies, becoming the go-to expert for all things HR policy-related.Drive policy implementation and change management initiatives across the organization.Minimum Qualifications

Experience : Three (3) years of professional experience performing data analysis and interpretation, policy analysis, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment.Education : Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, or Human Resources.Equivalency : (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above.If filled at the Performance Management & Data Analyst III

Experience : Four (4) years of professional experience performing data analysis and interpretation, policy analysis, program evaluation and/or process improvement in an academic, data administration or business data analytics environment.Education : Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, or Human ResourcesEquivalency : (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.Preferred Criteria, Interview Preferences

Preference for interviews will be given to applicants with experience in the following:

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.

Retirement Benefits

All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.

Tuition Assistance & Student Loan Forgiveness

Montgomery County employees are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants who meet all requirements may qualify for forgiveness on the remaining balance on their Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position. Free Mass Transit Benefit

County employees are entitled to use the RideOn Bus service for free with a valid County-employee ID. This benefit can be used any time of the day or evening, including weekends.
