The Louisiana Commission on Law Enforcement is posting this vacancy.This position manages several highly diverse, extensive, and essential departmental programs critical to the overall objective of statewide law enforcement training by directing, evaluating, revising, and improving structured training programs of the Louisiana POST Council, the Dare Advisory Board, and the La. Law Enforcement Executive Management Institute. It also oversees the administration of the Crime Victims Reparations Program, Truancy Program, and LA VINE Program.Selected Preferred Competencies:

A baccalaureate degree plus four years of professional level experience in policy planning, management analysis, human resources, or training.SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Differs from Law Enforcement Training Consultant Supervisor by the presence of administrative direction for multiple training programs.Differs from Criminal Justice Assistant Director by the absence of responsibility for all agency administrative, personnel, budgetary, and programmatic matters.EXAMPLES OF DUTIES:
Examples listed below include brief samples of common duties associated with this job title. Please note that not all tasks are included.Plans, organizes, directs and participates in the development and implementation of a comprehensive program of in-service staff development or basic recruit training.Develops and reviews training curricula for validity, including job task analysis and needs assessment as required.Provides administrative management counseling to law enforcement agencies as well as consultation to city and parish administrators.May make public presentations on behalf of the programs.May testify before legislative committees concerning program(s).Assists in formulating program goals and objectives for police training; assists in development of training policy.May conduct administrative investigations and compliance audits; prepares reports regarding the development, implementation, and operation of commission programs.Monitors programs to ensure consistency in operations, quality programs and conformance with department, federal, state and local law enforcement jurisdiction requirements.Interprets and administers pertinent laws.Responsible for budget planning and implementation, equipment acquisition, and training site selection.May deliver training to law enforcement officers.Ensures uniformity in structured training programs statewide.Makes decisions and recommendations in areas of technology transfer and training that have an impact on POST training.Directs preparation of course outlines and approves all changes in curriculum design and course offerings.Researches, analyzes and evaluates training standards, training aids, manuals, equipment or other materials, and makes recommendations on usage.Manages agency certification and accreditation program(s); maintains contact with individuals both within and outside of the Peace Officer Standards and Training (POST) Council who might have an impact on program activities.Responds to highly sensitive political and legal issues; resolves complex governmental/managerial problems.
