Reposted: 11/21/2024The Employee Relations Specialist will work in partnership with the Employee Relations Manager and will be responsible for creating, fostering, and maintaining positive work relationships between the City of Laredo and its employees. This person will be engaged in supporting all City of Laredo employees through a variety of activities that include, providing guidance and support on policies and procedures; collaborate with various departments to facilitate conflict resolution; and assist in the development and implementation of training programs.Essential Functions/ Job Competencies/ Physical Requirements

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.Resolves complex employee relations issues by conducting effective, thorough, and objective investigations for working condition complaints, disciplinary actions, EEO complaints, appeals, and grievances.Analyzes trends and metrics to assist in develop solutions, programs, and policies for department(s).Provides guidance and input on departmental business unit reorganizations, workforce planning, succession planning and other related matters.Manages relationships with departments by setting expectations, communicating project status and issues, resolving concerns, analyzing issues, preparing reports, and meeting or exceeding client expectations.Assists in identifying training needs and facilitates or coordinates training for department(s).Serves as a resource to employees regarding workplace questions and concerns.May provide performance management guidance to line management (coaching, counseling, career development, and disciplinary actions).Conduct presentations on specific Human Resources related topics.Assists in maintaining good communication between staff, visitors, and other business contacts.Must follow all rules of telephone courtesy in all telephone communications.Will be required to drive a City vehicle for City business use.Performs other duties as assigned.COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Required Education and Experience

Associate's degree or 60 completed college hours from an accredited* college or university in Business Administration or related field.At least four (4) years of progressively responsible professional experience in Human Resources such as internal investigations, employee relations, or any other Human Resources applicable field(s).

*Council of Higher Education Accreditation (C.H.E.A.)

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
