The RSU Statewide Programs and Data Unit Deputy Director is responsible for oversight and direction of DVR's RSU Statewide Programs and Data Unit, which includes Supported Employment, Deaf & Hard of Hearing section, RSU Finance Management, Benefits Advisement, Business Outreach program, RSU-specific training, and the AWARE Data Unit. RSU provides direct services to individuals with disabilities for employment, maximizing their potential. The position acts with independent authority and broad latitude to make decisions and take actions that affect staff, participants and vendors or establish and enforce direction, processes, and policies throughout the DVR/ RSU especially as they relate to the RSU Statewide Programs. Decisions must be integrated with the mission and goals of DVR. How does it get done? - RSU Leadership ¿ Work closely with the Statewide program managers and the Data Unit to develop goals, objectives, activities, policies and procedures, training and resources necessary to support overall agency mission and goals. Provide guidance and problem solving; conduct strategic planning through comprehensive statewide needs assessments and client satisfaction surveys. Other assignments directed by the DVR Director or situations requiring involvement directly related to the RSU Statewide programs and Data Unit related to requirements from other state or federal agencies. - Staff Supervision - Provide direction, coaching, mentoring, and evaluation to the Data Unit, Statewide Program Managers, and their staff as appropriate, and other direct reports. Implement accountability measures for the Data Unit, Statewide Program Managers, and other direct reports as appropriate and ensure there are accountability performance measures in their Manager Evaluation/Goals document. - Financial Operations Management - RSU budget administration/management - Monitor and review Statewide Programs and the Data Unit budgets, expenditures, contracts, obligations and projected needs. Provide timely feedback regarding re-allocations based on changing agency priorities and objectives. - Program Development and Implementation - Manage and monitor RSU Statewide Programs and the Data Unit activities to ensure quality measures and performance metrics are met, as established by RSA, WIOA and state guidelines. Develop, implement and evaluate the VR General Portion of the WIOA State Plan utilizing outcomes from the Comprehensive Statewide Needs Assessment. Who are the customers? Ideal Candidate Master's degree in rehabilitation counseling. - Experience in case management. - Experience in counseling. - Experience in strategic planning with an emphasis on using data to drive decision making. Minimum Qualification A Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Working Conditions This position requires instate and out of state travel to New Mexico Division of Vocational Rehabilitation (DVR) statewide offices and other vocational rehabilitation related events. Use of computer, calculator, telephone, software applications, photocopy and fax machines. Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
