Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. Examples of Duties Under direction, assists in planning, organizing, directing, and controlling the activities of the Department of Public Works & Transportation (DPWT). Provides oversight for the Bureau of Utilities, Bureau of Engineering & Construction and Metropolitan District Financing & Petitions section. The Bureau of Utilities is a 24/7 operation. This position represents DPWT's requirements for public infrastructure on all Development throughout the County. Examples of Essential Duties Assists in formulating and administering policies for the Department of Public Works. Assists in establishing and implementing Departmental procedures and controls. Assists in formulating, preparing, and monitoring the operating budget and assists in administering and monitoring capital projects of the Department. Initiates, reviews, approves, and directs the study, design, and construction of public works projects. Reviews proposed projects and establishes priorities. Approves contracts, construction estimates, contract payments, and extra work authorizations. Reviews Departmental problems and recommends resolutions to the Director. Mediates disputes with and authorizes waivers and exceptions to standard practices for consultants and contractors. Serves as liaison between the Department of Public Works and various Federal, State, and local jurisdictions. Chairs and participates in various committees and meetings and represents the Director of Public Works at public hearings and conferences. Prepares, reviews, and directs the preparation of correspondence and reports concerning the activities of the Department. Performs delegated duties and acts in the absence of the Director of Public Works. Meets with elected officials and the media. Testifies before County Council. Represents the Department of Public Works' interest in the development review and approval process. Examples of Other Duties Assists in developing and reviewing legislation. Performs other related duties as required. Qualifications Graduation from a college or university recognized by the Committee on Engineering and Accreditation of the Accreditation Board for Engineering and Technology and/or approved by the Maryland State Board of Registration for Professional Engineers and Land Surveyors with a bachelor's degree in engineering, PLUS Ten years' field or office engineering experience, five years of which were in a supervisory capacity. Education in engineering, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. OR Possession of a certificate of registration as a Professional Engineer and ten years' field or office engineering experience, five years of which were in a supervisory capacity. Education in engineering, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Knowledge, Skills, and Abilities (Entry Level) Comprehensive knowledge of the theories, principles, and practices of engineering and land surveying. Comprehensive knowledge of public highway construction and maintenance, municipal traffic control, sanitation and water and sewer operations, and building construction and inspection. Knowledge of public administration. Skill in reviewing and interpreting engineering plans, specifications, and cost estimates. Skill in contract negotiation and mediation. Skill in the supervision of professional and technical staff. Ability to apply knowledge and experience to the planning, organization, direction, and control of the major programs and overall activities of the Department of Public Works. Ability to participate in defining, implementing, interpreting, and enforcing Departmental policies. Ability to resolve complex personnel and administrative problems. Ability to promote the objectives of the County and Department and to actively participate in their achievement. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with the public, elected officials, and the media. Administrative ability. Possession of a certificate of registration as a Professional Engineer in the State of Maryland is required at the time of appointment. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000. Retirement Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions. Paid Leave Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement. Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally. Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
