Position Description

The Senior Physical Security Planner and Manager will be part of a dynamic team serving at the headquarters, Marine Corps Forces, Pacific (MARFORPAC). Currently, we provide onsite support to the MARFORPAC G-3, the I Marine Expeditionary Force G-1, and the 1st Marine Division G-3. The Senior Physical Security Planner and Manager will serve as the representative for the Commander, Marine Corps Forces, Pacific (MARFORPAC) for the planning, management, and execution of the MARFORPAC Physical Security program, as well as be responsible for coordination with service Headquarters for the provision of Physical Security input into policy and program assessment (e.g., to the Inspector General of the Marine Corps [IGMC]). ACTIVE TS/SCI SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION. In this role you will: Provide Marine Corps component commander with oversight, advocacy, planning guidance, and tasking for Physical Security programs and requirements across the command. Serve as the subject matter expert (SME) for crime prevention and physical security deviation waivers and exception submissions for USMC forces within the INDOPACOM area of operations. Engage in MARFORPAC level planning as a Physical Security SME and provide Physical Security Input within the Force Protection Annex for Operational Plans, Contingency plans, Orders, and Directives including the development and implementation of PHYSEC plans necessary for the protection of personnel, equipment, and information during command operations, activities, and investment planning and execution. Provide physical security subject matter expertise to the G-6 in support of the Command Cyber Readiness Inspection (CCRI) program. Liaise with subordinate/adjacent command Physical Security chiefs and Headquarters Marine Corps (HQMC) offices as appropriate on Physical Security matters, policy, and funding requirements and venues/vehicles. Develop, update, and review physical security readiness reporting requirements and consolidate readiness reporting with subordinate units. Provide technical analysis relating to physical security and implementation of force protection measures, including site plans and surveys, electronic security and building hardening for specific facility upgrades and construction projects. Provide input to HQMC Physical Security Branch to update the Inspector General of the Marine Corps (IGMC) Physical Security Functional Area Checklist (FAC) 5530 and serve as the Physical Security SME for the provision of HHQ oversight and assessment (i.e., IGMC) of subordinate commands’ Physical Security Programs. Coordinate with INDOPACOM for requirements, upgrade, and maintenance of the Electronic Access Control System used within the MARFORPAC Headquarters complex. Integrate crime prevention training into the command security education program. Coordinate with the Marine Corps Base Hawaii Provost Marshal Office for required reports, validation of procedures, tests, surveys, plans, etc. Ensure MARFORPAC collaboration and knowledge management (KM) tools (e.g., SHAREPOINT, MS Teams, SHARE DRIVES, etc.) are maintained with current Force Protection content. Qualifications
To be successful in this role, you will have: An active TS/SCI clearance (may be an interim clearance). Master's degree (3 years’ additional experience in lieu of Master's degree). 10+ years of experience. Prior experience as a DoD Physical Security Officer. Additional desired experience and skills: Through understanding of USINDOPACOM organization, command relationships, assigned commands, and direct reporting units. Knowledge of organization of USMC operational forces and the military planning process. Advanced proficiency with groupware applications (e.g., SHAREPOINT, MS Teams) and the Microsoft Office suite (e.g., MSWord, Power Point, Excel, etc.). Critical thinking and analytic skills. Well-developed oral and written communication skills. Comfortable working with a wide range of stakeholders and functional teams.
