Description
The National Security Sector within Leidos has a dynamic job opportunity for a Global Force Management Analyst with a current TS/SCI clearance to join our team at MacDill Air Force Base, Tampa, FL.
In this role, you'll provide support with operational manpower methodologies and in Global Force Management processes using extensive knowledge and full understanding and experience in Marine Force employment concepts, Special Purpose Marine Air Ground Tasks Force employment concepts, the Marine Corps Force Generation Process, and the Marine Corps Force Prioritization Process and prevailing operating conditions within the CENTCOM AOR. Additionally, you'll provide advice (including regulations, policies, doctrine, and procedures) for a combatant command (COCOM) component headquarters and coordinate assignment of deployed forces, to include personnel (both Individual Augments and Requests For Forces) for the CENTCOM Area of Responsibility.

Primary Responsibilities
- Conduct reviews of force manning documents.
- Assist in conducting troop to task analysis.
- Assist in coordinating manning changes. Coordinate with forward deployed Marine Commanders, the Force Providers, and the Service Headquarters to enable deployment of appropriately organized, trained, and equipped combat and support formations.
- Prepare unclassified and classified briefs as appropriate.
- Coordinate with staffs from COCOM, adjacent Components, CJTFs, USMC service headquarters and force providers to resolve manpower resourcing / support Reviews Joint, COCOM, and service doctrinal publications for applicability in MARCENT actions. Provide monthly updates to the Defense Readiness Reporting System - Marine Corps (DRRS-MC) and ensure MARCENT meets all Title 10 Readiness reporting responsibilities for personnel readiness, by providing both capability and resource related assessments to meet Service and Department of Defense (DOD) requirements.
- Conduct TS level Operational and Contingency plan reviews in order to identify manpower equities on behalf of USMC, MARCENT and Joint Individual Augments (JIAs) and develop manpower supportability estimates.
- Ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.
- Design, plan and conduct research projects and provide advisory services on a wide variety of Personnel Administration, manpower issues and study the structure and/or functions of organizations in order to advise and/or propose solutions to properly align the organizational structure across the CENTCOM Area of Responsibility.
- Provide specialized expertise in all aspects of Marine Corps Manpower and Personnel Administration, including personnel administration, general administration, operations and manpower management. Provide research and analyze historical files, manpower authorization documents, priorities and change requests regarding doctrine, organization, training, materiel, leadership and education, personnel and facilities.
- Provide guidance on the execution of manpower policy and use computer programs to facilitate effective analysis of manpower information.
- Provide project management, concepts, procedures, guidance and policy of analytical and evaluative techniques to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations in order to devise organizational structuring options for complex, diverse organizations.
- Plan, organize, and negotiate effectively with senior analysts and management to implement recommendations, where proposals involve substantial resources, and require extensive changes in established operational concepts and procedures.
Job Qualifications
- A Bachelor's degree with 4 or more years of related work experience; additional years of related work experience allowed in lieu of a degree.
- A current DoD Secret level of clearance with the ability to obtain and maintain a Top Secret/SCI level of clearance
- Extensive knowledge of Marine Corps Manpower Management systems, processes, rules, and regulations
- Experience at a MARFOR and/or Combatant Command level staff.
- Experience in effectively communicating with senior staff members, and cross functional team to drive project success.
- Proficient in Windows Software (Excel, PowerPoint, Word).
- Ability to work efficiently and effectively under pressure with little or no supervision.
- 25% OCONUS travel required
Desired Skills (nice to have)
- BS degree with 8+ years' experience working in the G-1, Installation Personnel Administration Center (IPAC) and/or Adjutant section handling personnel pay, service records, awards, publications, and unit records. Experience should show extensive working knowledge of the Marine Corps Total Force System (MCTFS), Marine Online (MOL), Marine Corps Personnel Manpower Processing System (MCMPS), MarCent Action Request Tasker (MART), and Department of Navy Tracker (DON tracker).
- Familiar with the Marine Corps Publications System and all orders, bulletins and directives associated with manpower assignments and Personnel Administration
