The site Supply Chain department ensures that all medical and non-medical supplies and services critical to the delivery of care to our members are procured and managed in the most effective and efficient manner possible. The ASCPL has significant autonomy in decision-making and will be accountable for leading the planning and making the decisions regarding complex issues that have an impact on multiple recipients across their medical center areas. These decisions could relate to staffing, compliance, budgets, supply/service spend, service delivery, logistics, planning or many other issues. This position is responsible for leading the planning, development and implementation of area medical center strategic initiatives in Supply Chain Operations including quality, utilization, finance, day-to-day operations, service and human resource management. It ensures compliance with established regional and national goals and standards. Additionally, this position acts as the key leader and driver of change management across the sites (including represented and non-represented populations, clinicians and physicians, and other administrative personnel) in the adoption and institutionalization of Supply Chain Transformation Initiatives. To be successful in this position, the Practice leader must be able to lead and manage professionals and others through influence and collaboration across multiple teams or sites. A demonstrated proficiency in team building and motivation, conflict resolution, and group dynamics as well as solid project management skills is essential. Also, this person must have a demonstrated ability to utilize effective verbal and written communication skills with various levels across an organization as well as across diverse populations including represented and non-represented teams.
Responsibilities:
Provides ongoing leadership and direction to enhance member service through the availability of needed products and services. Ensures products and services are high quality, cost effective, with high service availability. Achieves a high level of compliance regarding Kaiser Permanente's national standards for products/services. Develops and drives the implementation and adoption of the Supply Chain Transformation Initiatives across the medical center(s) including all clinical areas (eg procedural and non-procedural) as well as those currently run/managed by the Med Group(s). Builds and manages a distribution network, in conjunction with National Warehousing & Logistics, with the goal to minimize obsolescence or expiration, and high service levels. Working in conjunction with nursing and other clinicians, assures the accuracy and effectiveness of case picking including procedure card pick list maintenance. Develops and implements, in conjunction with Facilities Services & EH&S, an asset management strategy that delivers customer requirements, meets financial goals, and aligns with capital planning strategies. Provides leadership on human resource management activities such as hiring, reward and recognition, performance review, professional development, succession planning, discipline. Establishes and implements standards of performance relative to quality and service, and ensures standards exceed member, medical center and regulatory expectations. Responsible for the development and implementation of all Medical Center supply chain operating and capital budgets. Provides leadership and collaboration within and outside of supply chain operations with multiple levels and groups across the organization. Provides clear and timely communication with Senior Site Leadership on the status of the department and status of key initiatives. Identifies and presents cost reduction and value enhancing recommendations to area management including the Local and Regional Product Councils, site leadership teams, etc to assist the site in meeting its overall budget and operational goals. Identifies sourcing/contracting opportunities for service improvements and/or product/practice standardization opportunities to local, regional and national sourcing teams. Maintains and supports the automated systems (OneLink, Point of Use, and KP HealthConnect) to manage all usage capture, purchasing and receiving activities. Ensures compliance with all pertinent state and federal regulations. Basic Qualifications:
Experience
Minimum six (6) years of management experience, including managing/leading union represented staff, non-union non-exempt and exempt employees. Minimum three (3) years of budget development experience. Minimum four (4) years supply chain experience including purchasing, inventory management, distribution operations and procurement. Minimum three (3) years process improvement experience utilizing Lean Six Sigma methodologies or similar. Minimum five (5) years in multiple corporate structures, entities and/or locations. Minimum four (4) years Project Management and/or Consulting level experience. Minimum two (2) years experience with federal, state and local regulations including Title 22, The Joint Commission, CMS or similar regulatory agencies. Education
Bachelor's degree in business administration, finance, operations research, engineering, supply chain, economics or related field OR four (4) years of experience in a directly related field. High School Diploma or General Education Development (GED) required. License, Certification, Registration

Must be able to work in a Labor/Management Partnership environment. Preferred Qualifications:
Minimum three (3) years working in a retail, manufacturing, or health care environment preferred. Minimum three (3) years experience in demand planning, SKU rationalization and standardization, GS1. Current professional certification in Certified Logistics Management (CLM) or Certified Production and Inventory Management (CPIM) preferred. Master's degree in business administration, finance, operations research, engineering, materials management, economics preferred.
