Engineering Group Manager – Facilities
at VTA will lead the development, planning, and execution of key capital projects aimed at improving and expanding transit infrastructure. This role focuses on strategic long-term facility enhancements, rather than day-to-day maintenance operations. The successful candidate will spearhead the preparation of transition plans for VTA’s bus and light rail operating yards, including program-level phasing, scheduling, strategy, and capital construction contracts, with a strong emphasis on code compliance and the future state of transit operations.

Professional Expertise : Licensed Architect or Engineer with significant experience in transit infrastructure, facility improvement, or large-scale capital project management.
Master Planning & Programming : Proven track record in leading master planning initiatives for transit facilities, including creating long-term transition plans that account for growth, sustainability, and operational efficiency.
Capital Projects Experience : Expertise in managing capital construction contracts, with a clear understanding of transit infrastructure design and the intricacies of expanding operational facilities.
Team Leadership : Demonstrated experience managing cross-functional teams, fostering collaboration, and delivering complex projects on time and within budget.
Code Compliance : Strong knowledge of local and state building codes, with experience preparing construction documents that ensure full regulatory compliance.

Transition Planning & Programming : Manage the creation of transition plans that address the phasing, funding, scheduling, and execution of complex infrastructure projects.
Construction Contract Management : Oversee the development and administration of capital construction contracts, ensuring compliance with state and local codes, as well as VTA’s operational standards.
Team Leadership : Direct and manage a diverse team of engineers, architects, consultants, and support staff, fostering collaboration and ensuring high-quality results.
Stakeholder Coordination : Act as the primary liaison between VTA and key stakeholders, ensuring alignment between project objectives and community needs.
Project Delivery & Board Communication : Lead all project phases, from evaluation and planning through to construction and implementation. Prepare and present project updates to VTA’s Board of Directors.
Sustainability & Compliance : Ensure that all projects meet VTA’s sustainability goals, integrating environmentally responsible practices where possible.
Minimum Qualifications
Sufficient training, education, and experience that demonstrates possession of the required knowledge, skills, and abilities. Development of the required skills, knowledge, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in construction management, engineering, contract administration, or a related field, and extensive, increasingly responsible experience in engineering, construction management, contract administration, and supervision on rail transit projects.
Registration as a professional engineer or architect in the State of California is preferred.
