We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.This position will be in support of the Human Resources Department.ResponsibilitiesConducts full life cycle recruiting process including requisition intake, sourcing management, screening, scheduling and coordinating interviews; reference checks; salary negotiations; onboarding, and reporting/compliance.Develops effective pipeline of key talent available for immediate hire as succession planning needs dictate.Develops and implements effective recruitment strategies.Confers with Principle Investigators and Program Managers to develop and execute recruiting plans based on specific Departmental needs and develops strategies and plans to broaden recruiting efforts.Coordinates and attends university/college fairs and networking events, stays informed of trends and innovative recruiting techniques in order to be competitive in state-of-the-art recruiting practices, and participates in the development of ongoing creative and cost-effective recruiting strategies.Establishes relationships with hiring managers and networking sources. Conducts regular follow up with managers to determine effectiveness of recruiting plans. Visits hiring managers to develop a thorough understanding of department/Program culture and uses that understanding to develop recruiting plans and assist candidates. Develops and fosters relationships with colleges and universities to aid in recruiting efforts. Represents HJF to increase company awareness by giving presentations at colleges and attending student group activities. Works cooperatively with all members of the recruiting team to develop and implement staffing plans and activities.Adhere to equal opportunity/affirmative action guidelines, federal and state regulations and contract regulations in recruitment efforts. Maintains all pertinent applicant and interview data in HRIS Management System. Makes recommendations on compensation based on salary analysis, HJF compensation structure, and market information for fair and equitable hiring practices. Advises hiring managers on results of analysis. Follows OFCCP, DCAA and FAR guidelines and procedures.May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.Required Knowledge, Skills and AbilitiesKnowledge of full lifecycle preferably in a Healthcare setting.Experience with sourcing, qualifying, networking, assessing, legal, job analysis, wage and salary trends, and relationship management.Must be able to manage competing demands, while being adaptable and flexible.Excellent project management, writing, and oral communication skills.Knowledge of local, state and federal employment laws.Supervisory ResponsibilitiesDirect Supervisor : Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.Physical CapabilitiesLifting: Requires lifting materials up to 10 lbs.Lifting: Requires lifting materials up to 25 lbs.Lifting: Requires lifting materials over 25 lbs.Ability to stand or sit at a computer for prolonged periods.Ability to climb, pull, and lift heavy objects.Operating motor vehicles, machinery, and/or power tools.Work EnvironmentThis position will take place primarily in an office setting.Education and ExperienceBachelor's Degree and 6-8 years experience required or High School Diploma and 12+ years.As per Executive Order 14042, all HJF employees are required to be fully vaccinated against COVID-19.
