Job Description
Immersive Concepts is seeking qualified Security Specialists to support the Government Accountability Office Industrial Security Program.
Objective: Assists the Personnel Security Specialists and Personnel Security Branch in collecting appropriate background information, tracking and reviewing data, completing reports, maintaining databases, and processing follow-up actions on various security-related matters within the Branch.
Performance Objectives:
- Collaborate with GAO Infrastructure Operations (IO) to support the Security and Emergency Management (SEM) team.
- Provide consulting and professional services as a Security Specialist III.
Qualifications:
- Must be a U.S. citizen with a favorably adjudicated Tier 5 Investigation.
- Must have or be able to obtain and maintain an active Top-Secret security clearance.
- Minimum of 2 years of experience in personnel security investigations, including:
- Collecting fingerprints manually.
- Initiating and submitting requests for personnel security investigations via e-QIP.
- Utilizing CVS/JPAS for records, investigations, and agency adjudications.
- Education:
- Bachelor’s degree and 4 years of experience in a related field.
- Equivalent education and experience substitutions are accepted.
Key Responsibilities:
- Initiate all agency personnel in the National Background Investigation Services (NBIS) eApp system.
- Review completed personnel security forms for accuracy and completeness.
- Prepare correspondence for personnel security records and background investigations.
- Capture and submit fingerprints using the NBIS Secure Web Fingerprint Transmission (SWFT) system.
- Reference the Central Verification System (CVS)/Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS) databases.
- Record and track multiple personnel security tasks to completion.
- Utilize database applications to input data for tracking and generating reports on personnel security actions.
- Create and maintain personnel security files.
- Retrieve security files for review by authorized personnel.
- Review and analyze incoming investigation reports and process them appropriately.
- Generate credit reports for agency personnel.
- Submit and process various GAO forms related to security clearances and terminations.
- Sponsor agency personnel into the USAccess system.
- Prepare and submit clearance justifications and update the Security Case Management System (SCMS).
- Respond to inquiries regarding investigation status and clearance actions.
- Provide case status reports to the COR and/or SEM/PERSEC Branch Manager.
- Protect personally identifiable information (PII) and data from unauthorized disclosure.
Work Site Location/Tour of Duty:
- GAO Headquarters Building, 441 G Street, NW, Washington, DC 20548.
- Regular 40-hour work week, Monday through Friday, 7:00 a.m. to 7:00 p.m.
- Onsite work with possible remote work upon prior approval.
Holidays and Closures:
- Observes all federal holidays and other mandated closures.
- Contractor personnel may work at alternate locations during closures with prior authorization.
Training:
- Contractor personnel are expected to have necessary skills; additional training will be provided if required.
Work Area Restrictions:
- Must adhere to government regulations regarding access to security areas and information confidentiality.
Deliverables:
- Prepare deliverables as per the Statement of Work (SOW).
- Duties may include initiation of personnel in the NBIS eApp system, reviewing forms, capturing fingerprints, referencing databases, and updating the Security Case Management System (SCMS).
