is seeking an experienced Program Manager to oversee the delivery of critical enterprise IT services, including IT project management, help desk support, infrastructure engineering, and application development. The ideal candidate will have a strong background in IT Service Management (ITSM) and project management frameworks, with practical experience using ITIL, Agile, and PMBOK methodologies. This position will play a pivotal role in driving IT modernization efforts, service improvements, and ensuring the continuity and resilience of IT services. Key Responsibilities:

Lead and manage a multidisciplinary team providing IT services, including project management, help desk operations, infrastructure, and application development. Drive continuous improvement initiatives across people, processes, and technology to ensure efficient and effective service delivery. Evaluate current operational processes and develop strategies to enhance service quality, productivity, and performance. Collaborate with stakeholders to define and prioritize business objectives, balancing changing priorities to ensure alignment with organizational goals. Provide strategic direction and oversight for IT modernization efforts, such as cloud migrations, application modernization, automation, and process re-engineering. Ensure compliance with ITSM frameworks, including ITIL, and project management best practices using PMBOK and Agile methodologies. Work closely with leadership to ensure alignment with enterprise performance frameworks, preferably within the HHS Enterprise Performance Lifecycle (EPLC). Ensure operational resilience and continuity by proactively identifying and mitigating risks across service areas. Develop metrics and performance indicators to track service improvements and deliver reports to executive leadership. Qualifications:

Bachelor’s degree in Information Technology, Computer Science, Business, or a related field. 7+ years of experience in IT service delivery and at least 3 years of experience in program management or a related role overseeing enterprise-level IT services. Demonstrated expertise in ITSM frameworks (ITIL) and project management methodologies (PMBOK, Agile). Experience working in Federal government environments, preferably within HHS and/or NIH. Familiarity with HHS Enterprise Performance Lifecycle (EPLC) is highly desirable. Strong leadership and communication skills, with the ability to engage and collaborate with stakeholders at all levels. Demonstrated ability to balance multiple, shifting priorities while ensuring service continuity and operational excellence. ITIL and PMP or Agile/Scrum certifications are a plus. Preferred Skills:

Deep understanding of IT operations and modern IT technologies, including Cloud Service Providers, automation tools, and DevOps practices. Strong problem-solving abilities with a focus on delivering practical, long-term solutions. Experience in organizational change management and fostering a culture of continuous improvement. mPower, Inc.
