Purpose Statement
The job of Chief Construction and Facilities Officer is done for the purpose/s of planning, directing, managing, and overseeing the activities and operations of district construction and facilities operations; budgeting and scheduling capital construction and infrastructure planning; coordinating assigned activities with other District departments, schools, and outside agencies; and providing highly responsible and complex administrative support to the Superintendent.
This job is distinguished from similar jobs by the following characteristics: Assumes management responsibility for facilities and maintenance services, transportation, warehouses and food services as designated.
This job reports to the Superintendent of Schools.
Essential Functions
Aligns and focuses efforts to the strategic plan of the division and sites for the purpose of ensuring effective and efficient performance for student learning.
Attends and facilitates meetings, workshops, seminars, etc. and actively participates in them for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
Collaborates with internal and external stakeholders for the purpose of implementing and/or maintaining services and programs.
Compiles data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components.
Coordinates state-wide planning, scheduling, and implementation for facilities construction maintenance, and custodial operations for the purpose of keeping all projects on-time, within budget, and in compliance with relevant policies, laws, and protocols.
Designs, implements and monitors School Board and/or Superintendent assigned large scale projects across divisions/districts on a quarterly basis for the purpose of completing needed school improvements in a timely manner to fulfill the strategic plan.
Develops liaisons with business sources and school support groups for the purpose of subsidizing the acquisition of new equipment by soliciting and obtaining funding, hardware, software, expertise and/or community support.
Directs, implements and coordinates NCSD environmental health and safety programs for the purpose of mitigating risk and ensuring the safety, health, and welfare of students, staff, and patrons.
Maintains strict confidentiality on personnel and student issues for the purpose of protecting personal information for staff and students.
Manages short and long-term construction projects for the purpose of managing the effective utilization of District resources.
Manages the development and implementation of district goals, objectives, policies, and priorities for each assigned service area for the purpose of appropriately allocating resources.
Manages departments, processes, budgets, hiring, infrastructure planning, capital construction, maintenance operations, custodial services, warehouses, transportation, and/or food services for the purpose of coordinating, maintaining, monitoring, and evaluating all methods, processes, budgets, procedures, and legal compliance for alignment with the strategic plan.
Oversees new construction, major maintenance and repair work for the purpose of ensuring that jobs are completed efficiently and in compliance with construction plans and specifications while complying with local, state, and federal regulations.
Prepares a wide variety of reference, presentation, policy and administrative materials for the purpose of documenting activities, requests and issues; and/or negotiations and contracts are accurate in accordance with established guidelines, legal, state and federal laws.
Presents information on a variety of topics related to administrative responsibilities for the purpose of providing general information, training others, implementing actions, etc.
Researches and reviews a wide variety of topics for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information and/or responding to requests.
Responds to issues involving staff, conflicts in policies and regulations, community concerns, parental requests for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.
Supervises, coaches, develops, and evaluates department personnel for the purpose of providing training, working with employees to correct deficiencies, and implementing discipline and termination.
Other Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Education:
Targeted, job related education with study in job-related area.
Education (Preferred):
Bachelor’s degree in construction management or similar degree.
Experience:
Job related experience with increasing levels of responsibility is required in construction management with 5-10 years experience.
