JOB TITLE: Senior Analyst – Business Improvement

REPORTS TO: DHS CISA Program Manager

FLSA STATUS: Regular Full-Time Exempt

SUMMARY: SABG is hiring a Senior Analyst – Business Improvement to support Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) The Chief of Contracting Office.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

  • Implement ISD organizational improvement efforts and related activities. Include management and maintaining ISD Operational Org Charts and Review and Analyze current operations to depict and create standard operating procedures (SOPs) and create documents to be considered as standing SOPs and desk guides for future continuity of operations
  • Expand and evolve Workforce Services data collection and reporting methods to better meet current and future customer service and organizational objectives. In collaboration with the Performance Management Team, Develop, update and maintain a metrics for accomplishing the implementation support of Workforce Service to include, task management, strategy and methodology, activities, schedule, milestones, metrics, interdependencies and costs utilizing Microsoft Project and/or Tableau
  • Assist in the development and updating of policies, standard operating procedures (SOP’s), and guidance memorandums, outlining all actions plans for executing ISD and Workforce Services support
  • Develop other tools and resources (e.g., databases, organizational charts, forms, flow charts) to assist in the tracking and reporting of workforce processing activities
  • Identify gaps, challenges, or inefficiencies in Workforce Services or processes and conduct appropriate analyses and research to inform recommended improvements
  • Analyze, document, and re-engineer processes and tools, as needed, and in collaboration with a variety of Workforce Services stakeholders
  • Assist in developing briefings to stakeholders on the technical aspects of all organizational improvement efforts and related activities
  • Provide support for Training and ISD New employee Orientation conducting briefings and coordinating conference rooms and coordinating guest speakers and updating training and orientation materials

SUPERVISION: This position will not have supervisory responsibilities.

MINIMUM QUALIFICATIONS: Capable of comprehending contract administration duties to support stakeholder requirements. Has relevant knowledge and works as a member of the team and assists with solving complex problems. EDUCATION AND EXPERIENCE:

  • Master’s Degree and at least ten (10) years of relevant experience
  • Demonstrate exceptional communication skills and display a commitment to achieving a high level of accuracy and attention to detail and a “no-task-too-small” approach to the work

COMPUTER SKILLS:

  • Skills in operating a personal computer and standard office equipment
  • Must have strong proficiency in MS Office applications, with a heavy emphasis on Word and Excel skills.

LANGUAGE SKILLS: Ability to read, analyze, and interpret governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations, including budget forecasting.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
