Posting Summary Rutgers, The State University of New Jersey, is seeking an HR Business Systems Analyst University Human Resources - Info Systems & Technology department. This position is responsible for overseeing the technical support of employee benefit programs, ensuring compliance with regulations and company policies.Among the key duties of this position are the following: Collaborates with HR and external vendors to ensure accurate benefit enrollment processing, including maintaining benefit program structures, benefit rate tables, system interfaces, etc. Identifies opportunities for streamlining and leading system testing of benefits and ensuring that the product integration with HRIS and downstream system is tied to business requirements and to test results. Serves as a backup in facilitating and implementing technical solutions for other functional areas within UHR, as well as developing functional specifications based on requirements and best business practice and implementing systemwide process solutions based on results. Identifies and documents system issues pertaining to all UHR functional areas, working with IT to troubleshoot and resolve them. Facilitates the implementation of technical solutions by assessing business process for efficiencies by developing and executing test plans for new system implementations and upgrades. Validates data integrity and functionality of systems post-implementation of enhancements / upgrades. Develops functional specifications based on requirements and best business practice and implements systemwide process solutions based on results. Uses data analysis to identify discrepancies and recommend corrective actions to ensure data integrity. Oversees the technical support of employee benefits programs, ensuring compliance with regulations and company policies. Conducts regular maintenance and updates to the Benefits module to reflect organizational changes and compliance requirements. Collaborates with HRIS, OIT, Benefits Administration, and external vendors to ensure accurate benefit enrollment processing and changes. Serves as a liaison between university HR, PeopleSoft technical team (RIAS), Payroll and other Benefits / Payroll Stakeholders. Facilitates communication and training for benefit administration team members regarding running benefit processes and understanding system functionality. Serves as a technical HRIS SME for all HRIS system functionality, development, upgrades, and decommissioning where appropriate. Creates and maintains audit reports to update data as necessary. Creates ad-hoc reports to support decision-making processes and to provide employee level information to stakeholders where applicable. Two years of relevant experience. Certifications/Licenses Required Knowledge, Skills, and Abilities Proficiency in analyzing system requirements and functionality. Experience with database design and effective dated logic. Strong analytical and critical thinking skills. Must have extensive experience with Microsoft Excel, including advanced functions and data analysis techniques. Must have direct experience with the administration of employee system modules to include system testing, development of test plans and scripts, setting up configurations and preparation of functional specification requirements. Excellent listening, analytical, oral, and written communication, and interpersonal skills. Must have the ability to organize work, prioritize tasks and manage multiple and changing priorities. Have excellent functional documentation skills. Be able to work well in a team environment with experience as an effective and diplomatic liaison between business and information technology stakeholders. Preferred Qualifications Experience working with PeopleSoft. Knowledge of data warehousing concepts, approaches, tools and implementation process and knowledge of data quality approaches, techniques, and tools. Knowledge of Human Resources responsibilities and practices.
