Why does the job exist?
This position is responsible for performing Full Compliance Evaluations (FCEs) and complaint investigations at complex industrial facilities to verify compliance with air quality permits' state and federal regulations.
How does it get done?
- Perform all assigned inspections - Write thorough inspection reports with appropriate documentation and checklists - Prepare enforcement documentation / evidence when potential violations are discovered - Inspect on-site and review data and records (off-site) with the goal of evaluating compliance with permit conditions and regulations - Have significant contact and communication with the regulated community - Produce detailed inspection / investigation reports, including permit and regulation checklists - Investigate public complaints related to air quality - Maintain required certifications for smoke observations and other technical tasks - Complete or assist with special projects as assigned by upper management
Who are the customers?
- New Mexicans to protect and restore the environment - Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations - Internal staff
Ideal Candidate
The ideal candidate will have experience in the following: - Analyzing data and technical information - Having a high-quality technical writing ability - Working knowledge in air or environmental regulations and permits - Using excellent verbal and written communication skills
Minimum Qualification
Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and five (5) years of experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must have the ability to work in a variety of indoor and outdoor conditions when conducting inspections or investigations. Regular travel is required, which may be up to 30%, to visit industrial sources of air pollution, attend training, and work from NMED offices throughout the state. Normal work schedule is Monday through Friday. Must be able to climb stairs and ladders.
