Why does the job exist?
This position performs highly responsible technical, professional, and administrative work related to all contracts and procurements for the Higher Education Department (HED), including the processing of purchase orders, contracts, requests for proposals, invitations to bid, sole source contracts, inter-governmental agreements, memorandums of agreements as well as grants agreements for allocation of agency funding to the Higher Education Institutions.
How does it get done?
This role involves overseeing and approving all agency procurements and purchase orders, ensuring compliance with the New Mexico Procurement Code and MAPS guidelines. Responsibilities include managing requisitions, purchase orders, contracts, RFPs, bids, and grant agreements. The role also involves executing contracts within state guidelines, reviewing ledger reports for regulatory compliance, tracking agency leases, and providing procurement guidance and training to staff. Quarterly updates on procurement activities are reported to the Administrative Services Director.

This position serves HED leadership, employees, associated agencies, local organizations and students enrolled in New Mexico Higher Education Institutions.
Ideal Candidate
The ideal candidate will have:
- Extensive procurement and contract management experience
- Financial and grants management expertise
- Analytical and financial analysis skills
- Certifications in procurement
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. Employment Requirements
Must possess and maintain a valid driver's license.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
