General Statement of Duties

An employee in the class will oversee inventory control and distribution for Franklin County EMS, paid and volunteer staff. General duties to include but not limited to stocking, re-stocking, inventory control of all emergency services equipment, supplies, medical supplies, etc. Employee is responsible for receiving and processing requests for supplies at EMS and volunteer stations, delivery of supplies to all EMS stations, and pick-up of supplies at distribution centers. Employee must maintain par levels at all EMS stations. Employee will maintain service records and schedule vehicles for repairs and/or routine maintenance. Employee will also maintain an inventory list and maintenance schedule on all related EMS equipment, i.e. stretchers, radios, bags, uniforms, computers, defibrillators, etc. and perform minor repairs to equipment/vehicles and schedules repairs as needed. This employee may also suggest/recommend vendors, manufacturers, and equipment for use with the Franklin County EMS system. Employee is required to maintain communication with EMS staff, supervisors, volunteers and EMS administration. Will participate in formal in-service training classes to maintain skill proficiency and certification. This employee must be able to work independently and with little direction. Employee is subject to call back and being utilized in a staff position as needed and subject to call back in the event of EOC activation. Work is performed under the general supervision of the Logistics Section Chief during EOC activations. Employee must be able to perform skills at the EMT level. Employee will participate in community outreach programs as a representative of the Franklin County Office of Emergency Services. Work is performed under the general supervision of the Emergency Medical Services Director and is evaluated based upon verbal and written performance reports, through observation, and periodic conferences. Duties and Responsibilities/Knowledge, Skills, Abilities

Maintains inventory control of all emergency services equipment, supplies, medical supplies, etc. in the Franklin County EMS System to include main EMS station, EMS substations and volunteer EMS stations. Establishes and maintains a list of supplies and EMS related equipment. Receives and processes requests for supplies. Delivers supplies to requesting EMS stations and local volunteer fire departments. Picks-up supply orders from vendors. Maintains service records for all equipment, vehicles and rolling stock. Maintains FCEMS central supply station to supply outlying stations. Makes minor repairs to EMS units and equipment; identifies the need for specialized repair and plan for such repairs. Recommends vendors for supply and equipment orders. Participates in community outreach programs. Assists the Logistics section chief during EOC activations.

Additional Job Duties Responds to emergency calls as an EMT, performs necessary rescue work in accordance with established protocols for Basic Life Support; administers necessary emergency medical care requiring the use of suction units, immobilization equipment, and AED. As a certified Emergency Medical Technician performs emergency medical acts in accordance with protocols established by the Franklin County EMS Medical Director. Performs patient assessment, basic life support techniques in accordance with the American Heart Association including airway management and cardiopulmonary resuscitation, oxygen administration, hemorrhage control, treatment for shock, bandaging and dressing soft tissue injuries, splinting of fractures and dislocations, treatment of injuries to the head, face, eye, neck, and spine, treatment of injuries to the chest, abdomen and genitalia, provision of basic life support for medical injuries, assisting in normal and abnormal childbirth, treatment of injuries as a result of exposure to heat and cold, treatment of burns, lifting and moving patients for transfer to a medical facility, and extrication of patients from confined areas. Participates in a continuous training program to improve competence in medical technical work and in ambulance service and operation; studies street and road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay. Inspects and tests ambulances and their emergency equipment, maintaining proper inventory of equipment and supplies; cleans and sanitizes equipment; ensures that they are in proper and good working order; makes routine adjustments, but reports other than minor defects for specialized attention. Performs minor maintenance of Emergency Medical Service facilities. Assists with the direction and control during disaster situations. Participates in daily informal training activities and in formal in-service training classes to maintain required certifications; attends other training opportunities. Participates in community outreach programs; conducts CPR classes, First-Aid Classes; attends programs such as Tar River Festival, Safe Kids, Bike Rodeo, car seat awareness, etc. to promote safety and prevention awareness and to provide information on services. Completes required paperwork and reports. Aids members of volunteer emergency medical service organizations, as requested. Performs other duties as required.

Knowledge, Skills, and Abilities Considerable knowledge of inventory management preferred, including familiarity with Operative IQ management software. Considerable knowledge of EMS vehicles and equipment preferred. Considerable knowledge of and skill in administering emergency medical procedures and techniques. Considerable knowledge of equipment and supplies employed in emergency care of patients and accident victims. Considerable knowledge of county geography and locations of roads and streets. Ability to work independently with little or no supervision. Ability to perform duties in accordance with established emergency medical procedures and techniques, medical protocols and standing orders. Ability to work with a diverse socioeconomic population based on the unique situations encountered. Ability to respond quickly and calmly in emergencies and stressful situations. Ability to safely drive an emergency medical vehicle in adverse conditions and according to motor vehicle laws. Ability to communicate effectively in a tactful and firm manner with the public. Ability to deal with stress of death and dying patients. Ability to accurately record services provided on required forms. Ability to work with co-workers, law enforcement personnel, fire, medical personnel, patients and the public. Ability to maintain vehicles, equipment and facilities. Ability to maintain confidentiality of patient contact. Ability to use Microsoft Office programs in a proficient manner, as well as other digital media platforms as needed. Desirable Education and Experience

High School diploma and NCOEMS EMT-B; CPR; CEVO/EVOC; ICS 100, 200, 700, and 800 compliant; Up to date EMS continuing education; and moderate experience in the medical services field, or an equivalent combination of training and experience. Other Information

Must possess an appropriate valid North Carolina driver's license upon hire. Obtain ICS 300 & 400 within 12 months of hire date.
