Summary of Duties and Responsibilities

The position functions under the supervision of the Tribal Forest Manager, who provides instructions regarding program objectives. Otherwise, the incumbent performs activities to completion by applying a thorough knowledge of Tribal and Bureau of Indian Affairs (BIA) policies and procedures and acceptable business administration principles. The incumbent reviews and evaluates work in terms of accuracy and accomplishments. Written guidelines are the Tribal Resolutions and Policies and Procedures Manual, Indian Affairs Manual, Code of Federal Regulations, BIA Area and Agency instructions and memorandums. Must have strong customer service skills and the ability to defuse tense situations while maintaining a professional demeanor. Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of tribal staff, and management. Must show the highest professional standards and promote a positive image of the Tribe and its administration at all times. Perform other duties as assigned to promote the efficiency and effectiveness of the department.

Major Duties

Accounting:
  • Keep accurate records of the status of funds in timber sale and special deposit accounts and prepare and record deposits and disbursements from active accounts. Ensures all necessary documents are transmitted to the BIA for approval and processing. Operates a computer accounting system that monitors revenues and expenditures from accounts.
  • Understands and operates the BIA Trust Asset Accounting Management System (TAAMS). Determines and accomplishes the adjustments necessary to maintain all timber financial documents following Bureau and Tribal guidelines.
  • Input or verifies input of log scale data into an Access file, also known as the timber sale accounting (TSA) program, and prints scale reports during active logging.
  • Provide or verify volume and value data for the annual Timber Cut Report.
  • Advises the Forest Manager of the status of timber sale accounts concerning revenues, expenditures, and drawdowns of forestry funds.
  • Monitors contractors' financial obligations of all timber sale contracts and permits.
  • Monitors the progress and maintains files of power-of-attorneys, road right-of-way agreements, and trust interest as it applies to timber sales.
  • Responsible for transmitting timber sale packages, making any timber sale modifications, and presenting completion statements to the BIA Title Plant.
  • Verify or request purchase orders, invoices, and payments for the Forestry and Fire/Fuels programs.
  • In Abila MIP software, the program's budget accounts are monitored to track balances, revenues, purchase orders, and other expenditures.
  • Direct oversight of the Data Manager Specialist and the Fire/Fuels business accounting.

Clerical:
  • Serves as a receptionist to the public, refers visitors to the proper person, and provides answers or information when possible.
  • Maintain routine filing of program correspondences, contracts, and reports.
  • Regularly reviews all files to determine disposal of material that is out of date.
  • Prepares, copies, and distributes Firewood Cutting Permits.

Minimum Qualifications:
  • Education:
    • Bachelor's Degree in accounting, auditing, finance, or a related technical/business discipline OR
    • Associate Degree in accounting or related field and a minimum of five (5) years of verifiable, progressive accounting experience demonstrating professional growth.
  • Able to obtain security clearance (FBI background check) to acquire a PIV card to access BIA computer and software.
    • Must pass an extensive BIA background check:
      • No felony conviction
      • No misdemeanor conviction involving dishonesty
  • No concerns related to handling of cash/check deposits
  • Knowledge of accounting, budgets, and cost control principles.
  • Familiarity with accounting software and Microsoft Office Suite, especially Excel, etc.
  • Able to become competent with Abila and Workflow programs for accounting and requisitions.
  • Maintain a valid state driver's license and be Tribally insurable. Must have clean driving and personal records during application and employment.
  • Ability to learn the Knowledge required by the position listed below:
    • Knowledge of the timber sale accounting system.
    • Knowledge of budget and program principles and concepts and practical understanding of conventional methods and techniques sufficient to undertake any forestry project and related timber accounting programs.
    • Knowledge of information and data needed for various types of forestry reports and ability to check, correct, or modify the same.
    • Knowledge of computer operations and the ability to work with continually changing basic "state-of-the-art" automatic data processing systems.
    • Knowledge of the Bureau of Indian Affairs Manual, Code of Federal Regulations, and periodic Area and Central office instructions and guidelines about the Forestry program.
    • Knowledge of budget, charge codes, and purchase orders for the program.

This is a federal/grant funded position. Total Compensation: $54,200 - $82,742 annually. Total compensation is an estimate based on base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long-term disability, and leave). The actual total will vary depending on the employee's enrollment choices.
