PROGRAM ANALYST

Summary You will serve as a Program Analyst in the Production Resources Department, Shop 57 Insulators, at PSNS and IMF. Responsibilities You must possess shop 57 Insulator knowledge, an understanding of process instructions used by the shop 57 Insulators, and an understanding of the paperwork used. You will employ investigative and analytical techniques to gather process performance data needed to evaluate programs. You will conduct program compliance surveillances. You will make recommendations on appropriate actions to resolve instances of program non-compliance and reverse adverse trends. You will collect, review, evaluate, analyze and categorize Quality Performance System (QPS) data, Deficiency reports, Discrepancy Logs, Audit Action records, Rework Reports, and other Inspection Verification Reports data. You will prepare and issue a weekly, quarterly, and yearly assessment report for all established programs. You will act as an advocate for department programs and implement policies established by higher levels. You must be able to help identify trends with shop specific processes, and be able to recognize when actions need to be taken when trends become an aggregate issue needing to be addressed by management. You must be able to work with shop managers to develop plans to combat new issues, and help track the new plan for overall effectiveness. You will assist managers with investigations and report when there is a problem that needs to have a formal report developed to identify what happened, why it happened, and what actions need to be taken to ensure it does not happen again. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing insulator program performance data to investigate trends and non-compliance issues to help develop plans that combat new issues for the improvement of an organization's productivity and efficiency. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of Ph.D. or equivalent doctoral degree, OR; Successful completion of 3 full years of progressively higher level graduate education leading to such a degree, OR; Successful completion of LL.M., if related OR; A combination of experience and graduate education as described above that equates to one year of experience.
