The Alliance for Professional Development, Training, and Caregiver Excellence (The Alliance) is a partnership between the UW School of Social Work; Washington State Department of Children, Youth and Families (DCYF); Eastern Washington University School of Social Work; UW Tacoma School of Social Work and Criminal Justice; and Partners for Our Children. The Alliance’s work spans throughout Washington State and has team members throughout the state. Because of this, many of our roles are hybrid and require both remote and in-person work. All-Alliance meetings, which take place throughout the year at our three regional training hubs (Delridge, Spokane, Tumwater) as well as at the School of Social Work at the UW Seattle Campus. The Alliance has an outstanding opportunity for a full time Finance Manager. The Finance Manager will manage the financial aspects of the Alliance under the supervision of the Associate Director of Statewide Operations and Innovation. The position will directly supervise and manage 3 fiscal staff; oversee development, monitoring, and management of training contracts; and manage and account for the Alliance annual operating budget totaling over $10 million, including Title IV-E training funds. DUTIES AND RESPONSIBILITIES Financial Oversight Primary responsibility for overseeing State and University funds for the Alliance for Professional Development, Training, and Caregiver Excellence. Responsible for major budget functions such as development of annual budget in partnership with the School of Social Work Dean’s office and assisting with the planning and allocation of funds. Maintain accurate and timely data in all budget systems and reports, prepares and submits budget invoices and revisions as needed, and Provide advice to the Alliance leadership team on financial status, including assisting with budget development, preparing budget reports for both the leadership team and the executive team. Work in partnership with the UW School of Social Work Assistant Dean of Finance & Administration and Director of Finance Programs to ensure all policies & procedures are being followed. Responsible for managing the Alliance’s fiscal health, including monitoring revenues and overseeing monthly expenditures and revenues. Collaborates closely with the SSW Dean’s office financial leadership to ensure that major financial requirements both of the UW in compliance and with DCYF in financial participation are met successfully for both training and in research/evaluation activities. Serve as a point person for any agency financial audits that take place.Supervision and Management of Financial Operations Responsible for the development, monitoring and management of training contracts needed to provide ongoing training programs for all child welfare social work staff. Supervise the activities of the fiscal staff in developing, monitoring and managing training contracts statewide. Assure appropriate and optimum use of the Alliance's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities. Support effective communications throughout the Alliance. Maintain the highest standards of personal/professional and ethical conduct.Other duties as assigned ) MINIMUM REQUIREMENTS Bachelor’s degree in Business, Accounting, Public Administration, Social Work or related field. An equivalent number of years in experience can substitute for the degree requirement. Must have 5 years of experience working within a university financial setting (or equivalent combination of education and experience with an emphasis on budget, operational, and fiscal management) Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS Demonstrated the ability to learn quickly the major UW financial systems including Workday Finance, SAP Concur / Christopherson travel system, university procurement procedures. Experience working with, or demonstrated ability to learn federal funding laws, rules, and regulations pertaining to child welfare education and training. Must be skilled in creating and using complex MS Excel spreadsheets, and other information systems for financial management. Experienced in using MS Word and MS Power Point. Able to accurately analyze complex financial and accounting data and communicate clearly. Excellent communication skills both orally and in writing and able to understand both details and the bigger picture. Able to work effectively with all partners, team members and stakeholders. Must demonstrate strong interpersonal skills, supervision skills and leadership, able to work independently and creatively, be a self-starter, team player, and positive member of Alliance management team Experience initiating and managing projects, as well as coordinating and managing project teams DESIRED QUALIFICATIONS Master's degree in Public Administration, Business, Accounting or related field. Experience with Workday Finance strongly desired.
