Job Overview

• Serves as the Aerospace Vehicles Division's principal systems engineering and technical authority overseeing efforts of a diverse workforce of approximately 240 government civilians, military members, and contractors executing an annual budget of about $100M.
• Works with Division leadership team to create and implement near, mid and long-term science and technology development strategies for the organization, ensuring consistency and alignment with Directorate and AFRL strategies and USAF goals.
• Advises the Division Chief on implementation of the S&T SE process during division program planning, project execution and assessments, and periodic mandatory reviews. Responsible for organizing and conducting annual division program management reviews (PMRs). Oversees SE implementation for CRAD programs and in-house projects.
• Serves as division lead for AFLCMC and AFRL airworthiness process on division flight demonstration programs by providing guidance and direction for key airworthiness milestones, including: certification basis, technical review board, safety review board and technical execution authority.
• Maintains cognizance and provides recommendations regarding Digital Engineering, Digital Transformation and Model-Based Systems Engineering in the Division.
• Represents the Division as a member of the Aerospace Systems Directorate (RQ) Engineering Board responsible for supporting technical evaluations and recommendations; program management reviews; ground and flight test; policy development; AFRL technical taskers; and other directorate Boards.
• Provides recommendation to the Branch and Division Chief for assignment of Chief/Lead Systems Engineers for division programs. Provides recommendation to Branch Chiefs for branch level Chief Engineers.
• Chairs the Division Chief Engineering Council responsible for providing SE execution advisory for division S&T programs and projects, aligning Division SE with TD Engineering Board, and support division S&T portfolio development process.
• Serves as focal point to higher management levels and serves on special USAF and DoD committees and panels to relate Division R&D to AF needs. Participates in annual directorate SE reviews for PMRs and program assessments.

Required Qualifications

• United States Citizenship
• Must be able to obtain/maintain a Top Secret security clearance
• Must meet APDP requirements Level 2 Critical certification in Engineering & Technical Management (N) within 24 months
• Must meet OPM Qualifications for Professional Engineering Series
• Must file OGE 450 Financial Statement
• Must have at least one year (52 weeks) of experience at the next lower pay band (or equivalent in alternate pay systems) of that being advertised.

Desired Qualifications

• Advanced academic degree in engineering from an accredited college/university
• 10 years of systems engineering or program management experience in a Research, Development, Test and Evaluation organization
• Professional work experience in one or more areas of air vehicle design & analysis, structures, aerodynamics, propulsion & power, ground & flight test
