Human Resources Manager

Provide HR leadership, consultancy, support and services to one or more regions, business or functions; as a member of the HR management team, support the implementation of agency-wide HR strategies, systems and programs to support Catalyst's efforts to build an exceptional workplace. The HR Manager serves as a link between management and employees. Responsible for HR duties that include employee relations, leadership development, training, and support for organizational HR programs such as new hire orientation, evaluation, compensation, and other related HR administration.

Essential Job Functions:

Business Partnership

  • Anticipates HR needs based on business strategies along with internal and external environmental and competitive factors.
  • Understand the state of the business of the region and its priorities.
  • Act as internal consultant to the business on people issues, including conducting diagnosis, providing advice and making recommendations.
  • Analyze trends and patterns and HR implications of business goals.
  • Proactively recommend HR strategic and tactical plans to support the business goals such as staffing strategies or employee relations strategies.
  • May lead specific HR projects on a regional level and/or participate as a member of a team.
  • Partner with stakeholders to plan, manage, execute, and monitor projects.
  • Diagnose, coach and /or advise managers on day to day concerns related to employee performance, productivity and engagement.


Employee Relations

  • Monitors the overall organizational climate and employee morale and communicates observations on a regular basis.
  • Provides metrics, analysis, and feedback to management on organizational, management and employee relations issues warranting management attention.
  • Advise managers and employees on employee relations issues using sound judgment and win-win, solution-oriented approach.
  • Conducts internal investigations and involves Sr. Manager when necessary.
  • Able to manage conflict through a diversity of methods which may include mediation, facilitation and one to one meetings.
  • Communicates and enforces company values on an ongoing basis.
  • Collaborate with HR team to develop and implement proactive employee relations programs.
  • Build and maintain effective working relationships with all levels across the organization.
  • Ability to lead, communicate change initiatives and facilitate teams.
  • Monitor employment laws to assure compliance with all current legislation,
  • Assists with the management of LOA's and other benefits, to include employee/manager education, facilitation of reasonable accommodation and interactive processes.


Performance Management

  • Coach, mentor and support managers and employees to build capacity and a high-performance culture.
  • Ensures performance management strategies and plans are implemented in the region (for example timely preparation of performance reviews).
  • Advise and guide managers in the performance management and improvement. process; ensures consistency in practice and optimization of performance.


Talent Retention and Management

  • Work with business partners to assess the need for talents in relation to business changes including the need for specific competencies, knowledge or skills.
  • Participate in retention interventions with HR Director and implement retention plans of talents within the region.
  • Identify and analyze training gaps and assist with development and implementation of training for staff at the center level.
  • Participates in evaluation and monitoring of success of training programs. Follows-up to ensure training objectives are met.
  • Conduct retention and HR audit center visits to connect with staff on an ongoing basis.
  • Conducts center level cluster meeting trainings for Supervisors and staff.


HR Administration

  • Ensure all HR administrative functions are performed efficiently and effectively.
  • Evaluate the effectiveness of HR processes; recommend and implement improvements.
  • May supervise support and/or professional staff as needed.
  • Works with payroll and corporate HR to ensure required documents are submitted in a timely manner as it pertains to payroll changes, employee status changes and more.


Additional Functions

  • HR goals and objectives are integrated into the business plans of the region and communicated to appropriate audiences.
  • Annual or semi-annual staffing plan is in place for the centers.
  • Improvements in employee morale and satisfaction.
  • HR Programs and projects launched in the region are driven to completion and delivered at high quality standards.
  • Adequate support and coaching given to managers and employees.
  • Employee relations matters are handled in a timely manner and litigation risks are minimized.


Education and Experience:

Education

The MINIMUM formal relevant education required by the position. Relevant experience/certifications in lieu of formal education will be considered.

  • Bachelor's degree in HR management, business, social sciences or related disciplines or equivalent experience.
  • Certification in Human Resources preferred.


Experience

The MINIMUM relevant experience necessary to qualify for the position. Experience in lieu of education is to be counted as part of formal Education and not as part of the required experience.

  • 5 years' experience in human resources at the professional/management level.


Other Qualifications:

  • Direct working knowledge of major HR functions including workforce planning, recruitment, compensation and benefits, employee relations, performance management, employment, training & development and the relevant laws and regulations.
  • Knowledge of both Federal and State Personnel Law
  • Strong knowledge of investigative processes and procedural understanding
  • Effective interpersonal, influencing, negotiation and conflict resolution skills and an effective coach for managers and employees.
  • Outstanding verbal and written communication skills.
  • Good understanding and hands-on knowledge of great workplace practices.
  • Experience in managing and leading staff preferred.
  • Systemic view of the interrelations and integrations of the different HR functions and programs.
  • Strategic capability and conceptual thinking ability.
  • Project planning and ability to translate strategies into tactical and implantable actions and solutions.
  • Good business acumen and be able to establish credibility, trust, and partnership at all levels of the organization.
  • Creativity, innovation, and ability to think out-of- the-box in problem-solving, organizational diagnosis and solution generation.
  • High level of independence while working effectively as part of the business team and HR team.
  • Ability to prioritize and multi-task.
  • Frequent travel up to 20% of time within the region(s)


Shift Type: Full Time, Exempt, Hybrid (3 days per week onsite)

Compensation: $100,733 - $151,100 annually
